2. Grain Dock Rebuild

Redesigned as state-of-the-art multi-purpose dock to serve as a general cargo wharf, liquid products dock, or bulk terminal dock.

3. Buford Rail Yard Interchange Track

$11 M (partial BUILD Grant funding) Committed

Increases current rail capacity by two unit trains, or approximately 240 rail cars, and increases rail efficiency throughout the Port.

4. Lot #14 Paving Project

$36 M (partial PIDP grant funding) Budgeted

Resurfaces Lot 14 with roller-compacted concrete and connects to the base of the Carroll Street Bridge to provide an additional open storage area for potential container-on-barge operations and military cargo.

5. Lot 15 Construction

$46 M (partial TXDOT grant funding) Budgeted

Will develop over 30 acres of property into the Port's largest single open storage lot with enhanced drainage, gate access, and lighting.

Preliminary engineering complete. Property acquisition is underway. Remaining schedule TBD.

6. Terminal Connectivity & Improvement Project

$9 M (partial grant funding) Budgeted

Various projects to increase efficiency and resiliency of current and future cargo movements. This project will combine the previous Capital Improvement Program projects of the Carroll Street Wharf Improvements (partially complete), 842nd Building Grounds Stabilization, and Harbor Island Drive Resurfacing.

7. Barge Dock & Lot #6 Improvement Project

$8.5 M (partial PIDP grant funding) Budgeted

Redesigns and reimagines the Port's existing underutilized barge dock area as a state-of-the-art container-on-barge handling area and high-capacity multipurpose barge dock.

8. Island Park Terminal Shoreline Stabilization

$5.5 M (potential federal funding) Budgeted

Repairs and strengthens areas of shoreline erosion along the Northern bank of the Port's Island Park Terminal.

9. Truck Staging Area at Franklin & Park

$3.5 M (75% TXDOT Rider funding) Budgeted

Designed as queuing area for trucks with aesthetic improvements for surrounding area.

10. Shed Roof Repairs

$2 M Budgeted

Repairs and enhances existing storage shed roof systems at Harbor Island and Carroll Street Terminals with an extended 20-year life cycle.

Targeted for completion in 2024.

11. Property Acquisition

$2 M Budgeted

Additional property acquisition outside of the Port's main secured area for development of open storage lots and truck queuing areas.

12. American Crane Rehabilitation

$700 K Budgeted

The Port will be overhauling our long-used American Crane to modernize and restore the chassis and operating equipment to new condition for years of additional use at a fraction of the cost of purchasing a new mobile harbor crane.

13. Grain Tower Demolition

$6 M Budgeted

The Port is considering the demolition of the existing grain tower facility to make way for additional business opportunities on the land immediately adjacent to the new rebuilt grain dock that will serve as a Multi-Purpose Wharf.

14. Truck Access Improvement Project

$2.1 M (partial TXDOT grant funding) Budgeted

This project will support the recently completed Emmett Truck Lot and the future Franklin Truck Lot with improved traffic control and a more direct pathway to the Port from both truck lots. This project will increase traffic safety along Pennsylvania Avenue at the intersections that presently provide a limited line of sight for on-coming traffic, and it will also include a truck turning lane from Pennsylvania to Blanchette to reduce the volume of Port-specific truck traffic traveling past the busy Jefferson County Courthouse Complex at the corner of Franklin & Pearl. The final element of this project will resurface the stretch of Franklin between Neches & Main Street to match the previously improved stretch of Franklin from MLK to Neches.

15. Main Street Terminal 2

$135 M (potential partial grant funding) Grant Dependent

Reimagines one of the Port's oldest facilities into a new state-of-the-art deep draft berth with the Port's largest single storage shed.

16. Main Street Rail Improvement

$17 M (potential partial grant funding) Grant Dependent

Reimagines one of the Port's busiest rail yards with increased efficiency and multi-purpose usefulness. This would be a precursor to the larger Main Street Terminal 2 project.

17. Building at Franklin & Park

$3 M (potential partial grant funding) Grant Dependent

Repurposed a historical building into a transportation hub and workforce development center. May also serve as additional office and event space for the Port.

18. New Reach Stackers

$2.23 M (potential partial grant funding) Grant Dependent

The Port is planning to secure two (2) new reach stackers to expand the range of equipment available to customers for handling their cargo. These new reach stackers will be capable of handling containers with a range of capacities up to over 90,000 lbs, and this equipment will be a key component of potential future container-on-barge operations.
