Rivergate

The site was originally owned by Time Oil Company (TOC) and operated as a bulk petroleum products and chemical storage terminal from around 1940 to 1990. From 1967 to 1982, a portion of the site was leased for the formulation and storage of pentachlorophenol (PCP) based wood preservatives. Operations were ceased at the site in 2001. In 2017, TOC filed for bankruptcy and the site was officially declared an orphan site by the Oregon Department of Environmental Quality (DEQ).

• Orphan sites are those contaminated with hazardous substances that pose serious risks to human health and the environment, where the parties responsible for the contamination are unknown, unable, or unwilling to pay for remedial actions (Oregon DEQ).

• Since 1992, DEQ has declared 120 Industrial Orphan Sites. Forty-five of these sites have been cleaned up to 'No Further Action' status, with many supporting enhanced uses through redevelopment (DEQ 2022).

Dubbed the "Rivergate" project because of its location within the Rivergate Industrial District in Portland, Oregon, RestorCap began the process to purchase the property in 2020.

As part of the redevelopment of the site, RestorCap worked with engineers at Maul Foster and Alongi, Inc. and regulatory staff at the Oregon DEQ to develop a workplan to remove PCP contaminated soils and prevent any further groundwater contamination. Remediation work on the site began in June and was completed in October of 2022.

With remediation criteria met, the site will once again be part of the productive industrial waterfront, with redevelopment of the property starting in 2023.
