AZGeo Functional Classification Change Request Tool
The Data Supply Chain allows for local agencies to collaborate with the state in order to provide and share their data and information. This supply chain is used in many facets; centerline data, functional classification and ownership validation. With local agencies providing valuable information and data to the state, our partnership and data quality overall will rise. To make the supply chain more efficient, AZGeo apps have been created to establish new and easier workflows for reporting data/change in data. There are two AZGeo apps for this process, Change Request Tool and the Centerline Unification tool.

What is AZGeo?
AZGeo data hub is a repository where agencies, data owners, and data providers can publish all kinds of data for people to use. Searching different types of data will allow you to find data and information that you need. What is Functional Classification?
Federal Functional Classification (FFC) is an integral part of the Highway Performance Monitoring System (HPMS) report. It is a system in place by which different entities classify roadways based on, function, destination, design, context, topology and quantitative mileage. It is a character of service for roadways in each state. It is essentially a group of factors that contribute to the overall importance of a roadway. There are 7 different classifications for roadways; interstates, freeways, principal arterials, minor arterials, major collectors, minor collectors and local roads. Make a Functional Classification Change Request:
There are many reasons why an agency may want to request a change in a road’s functional classification. It could be seeing higher AADT’s or it could be connecting to a higher classification roadway, regardless, when you think a road in your agency needs a change of functional classification, you must send a change request. The following steps will help you in submitting your request.
Make an AZGeo Account:
The change request tool is hosted on the AZGeo Data Hub platform, in order to submit a request you must register for an account. Click here to do so. Once your account has been created, you may continue on with your request.
Sign in and Select your view:
Once your account has been created, sign in. When you sign in, you will see a map view. On the left hand side, you will see several options, the one to pay attention to first in you “Change Data View”. Make sure you have selected Functional Classification. Once you have done so, zoom in to the are of your request to see the current functional classification.
Note that at anytime, you can toggle on the legend when needed.
Select Route Segment:
To select the route segment that you would like to request a change for, tightly zoom into the route. Once you identify the segment, click “Suggest a Change”. Then click the route itself that you would like to change. Once you have finished selecting the segments you wish to change, click “Done Selecting”.
Make the Request:
Once you select the road segments, a box will pop up showing whether not a request already exists on the segments. Click “Make a New Request” to begin the process.
Step 1: Review available Information
Review the segments that you selected, their current classification and the from and to roads of each.
Step 2: Justify your Request
Give the justification for the change. Select the proposed new classification, the criteria for the necessity of the change, any additional comments on it, whether or now this road’s AADT is available on MS2 (click here to learn more about MS2), and whether or not this change has already been approved by a planning body. Include anything on this page that you believe justifies this change.
Step 3: Upload Additional Files
Upload any supporting files or information that will help in understanding the request. This could be meeting minutes, an approval letter, or a project memo that includes relevant information for this change.
Step 4: Save and Notify
Lastly, you will “Save and Notify”, this will save the information for your request and notify those who need to know of this request. This includes members of ADOT, the local agency contacts, and COG/MPO leaders. You can type in additional emails for people you believe need to be included in this request.
Track your Request
After you have finished this request, you will receive an email with all the information on the request. You will be able to monitor the status of your request in the Ticket Manager Application here .
On this page you will see all the information on the request and a timeline bar that will allow you to monitor this. You may also make comments on it and tag emails of people you need to contact. ADOT and FHWA will approve or deny your request in this application, you will see this in the progress bar. You will receive an email once your request has been approved.
