Using Your SWPPP as a Resource
Every UDOT facility has a SWPPP, but why? Can SWPPPs actually be useful? What does SWPPP even stand for anyways?
A SWPPP is a Stormwater Pollution Prevention Plan. All maintenance stations and salt sheds have one, for purposes of giving guidance to facility staff on how best to manage site materials, prevent spills/leaks, and provide any other information that may be helpful to comply with UDOT's MS4 permit.

The information contained in the SWPPP is required to be there by UDOT's MS4 permit. MS4 stands for Municipal Separate Storm Sewer System, and refers to all of the infrastructure that conveys stormwater, including pipes, culverts, basins, etc.
Below we will go through some of the main parts of a SWPPP, using Blanding's out of Region 4.
This is the intro page of a SWPPP. It has the date that the SWPPP was last updated, the facility's address, and a picture.
Every facility has a chart of their Stormwater Pollution Prevention Team. This includes the Area Supervisor, Station Supervisor, and Region Stormwater Coordinator.

The beginning of Section 2 gives some information about the facility and its surrounding area.
This type of information usually won't change, but is still important to be familiar with.
The end of Section 2 has some pretty important information. Facility staff should be well versed on the details included here.
Stormwater conveyance refers to where runoff flows onsite. This is important to know in case there is a spill or other issue in the yard.
Wash water conveyance details how and where the facility washes equipment, and where the wash water goes, whether to a retention pond or sanitary sewer. Wash water cannot be discharged, so it's important that all of the wash water ends up in the pond or the sanitary sewer.
Sewage conveyance details if sewage is conveyed offsite to a sanitary sewer system or is held in a septic tank.
Section 3.3 includes the facility's non-hazardous materials list. This should be kept up to date, and is subject to the most change. Even if these materials are moved to a different place, their location has to be updated in this chart and on the map.
Section 3.4 is the facility's hazardous materials list. Just like with the non-hazardous materials list, this should also be kept up to date.
*How do you know if something is hazardous?
A material's Safety Data Sheet (SDS) will provide its hazard classification. Every UDOT facility should have SDS sheets onsite of any products used.

The site map is a huge part of the SWPPP. It lays out where materials are kept, where stormwater runoff flows, and locations of buildings and pervious surfaces, among other items, as required by the MS4 permit. A map index is also included with the map in each SWPPP.
In case of an emergency, the SWPPP has a table of certain UDOT and other state agency contacts' phone numbers. Notify the appropriate party depending on the nature and severity of the emergency.
The main meat of SWPPPs are the Standard Operating Procedures (SOPs). Each SWPPP has SOPs that pertain to the procedures and activities that occur at that specific facility.
This is the first page of the Spill Prevention and Control SOP, but most SOPs are laid out with roughly the same format.
These SOPs can be helpful with reminding you what should be considered when conducting inspections, what needs to be documented, and other specific procedures that need to be followed when completing activities.
These SOPs should be reviewed periodically to keep facility staff aware of the various considerations and procedures.
The final key part of a SWPPP is the section on completing inspections in the Survey123 app. This is a detailed guide of how to download the Survey123 application and use it to fill out inspection forms.
There are several forms UDOT staff could potentially fill out. Below is a non-comprehensive list of some of those forms.

All of the above surveys can be downloaded onto the Survey123 app, and a link to each survey is provided in this section of the SWPPP as well.
