Corgan and our partner HPM look forward to this unique opportunity with Terrell ISD and the entire Terrell community. Development of a district-wide assessment, long-range master plan, and development program is a “group effort” that requires connections, collaboration, and most importantly, experience together.

This team also allows for additional resources for Terrell ISD. All team members proposed have at least 25 years of experience each in their respective fields. As you review the strategic alliance partnership, we believe the Corgan+HPM team demonstrates the right and relevant expertise required for this assignment. Long-Range Strategic Planning, Scheduling, and Cost Estimating

In the past five years we have served many local districts, with long-range planning, assessment, and planning services. Our local clients during this time have included Red Oak ISD, Winnsboro ISD, Tyler ISD, Richardson, Argyle, Carrollton-Farmers Branch ISD, and many other local school districts. Our key differentiator and unique quality is our team experience leadership, and results. Our team leaders are on the project with you from start end of the program, this key differentiator of our firm means Terrell ISD will get the same experienced team and rely on that team to be your partner. SERVICES: Corgan helped the district pass their bond in 2018, and have been working on numerous projects as a result of the bond program including new construction, renovations, and additions. Denton ISD

Methodology

Describe the methodology used to complete the Facility Assessment Study and how your recommendations will be formulated

PROJECT KICKOFF

We mobilize our team and schedule a kick-off meeting with your staff. 

FACILITY CONDITION ASSESSMENT (FCA)

This process provides an objective, quantifiable means for evaluating the current condition of your school buildings and predicting future capital renewal requirements. The assessment schedules mutually agreed upon will identify when our teams will be visiting each of the buildings and communicating to the on site staff what to expect while visiting.

BACKGROUND DATA COLLECTION

As part of the process, the team will review issues identified by staff and other stakeholders in addition to reviewing floor plans, existing finished conditions and all systems. It is key to incorporate the institutional knowledge with the assessment team’s expertise to provide a blend of accurate data and include any past findings. In addition, we will employ a survey to school leadership and maintenance staff to gather valuable information to assist with our site observation walks. This feedback from the surveys adds to the accuracy and brings to light the various areas to review that may have otherwise not been addressed. The team will be evaluating each building’s overall condition including the following: Site; roof; building envelope; interior finishes; specialties; mechanical equipment; electrical equipment; plumbing; fire and life safety; and general ADA (accessibility) compliance.

COST ESTIMATING

As the assessment deficiencies are itemized, described and quantified, there will be a cost estimate associated to each individual item. In addition to the current market pricing of the deficiencies, the costs schedules are categorized in a priority defining when it is recommended to make the repair or replacement and may include additional escalation or soft cost pricing.

Building Condition Assessments

We will allow the district to easily use and understand the data collected. Each school will have a cover “scorecard” for all systems in the building that easily identifies the information collected, all prioritized based on time sensitive needs for repair or replacement and rating scale. This rating scale is based upon system components, such as foundation, windows, and MEP. The building components are then rated based upon a weighted system that gives priority to elements that are most critical to building use and operations, such as weatherproofing and life safety systems. This study will result in a Facility Condition Index (FCI) for all campuses rating the schools against each other and the district standard to fully understand the facilities existing conditions and the upgrades required. 

School Board Communication Through the Process 

At each phase of the project, we will partner with the district, staff, and school board and inform the public and the community. We will not move forward or develop plans without full informational updates, review and subsequent direction from the school board on the progress and information required to move to the next phase.

Purpose of a Facilities Master Plan

The purpose of a facilities master plan is to create a road map for both short and long-term capital and maintenance needs of a district’s educational and support facilities. The master plan should account for all facilities in the district’s portfolio, as all are connected in a way in which the actions to one facility will have a domino impact as to what will happen to the next.

Approach to Facilities Master Planning 

Comprehensive facility planning requires an iterative process essential to maintaining the short and long-term well-being of a district’s infrastructure. There is no "boilerplate" approach to planning as every school district has a unique set of characteristics that set it apart from others. However, there are commonalities in the types of data and information that should be used to make both fact-based and community stakeholder-based decisions when the plan is developed. 

We often use the analogy of a four-legged stool in which the seat represents the facilities and that seat is 

supported by four legs of equal importance. The legs include:

 ƒ Educational Framework: Curriculum, programs, delivery models, and policy

 ƒ Demographics: Enrollment and the data that impact enrollment

 ƒ Condition: Physical condition and educational adequacy

 ƒ Funding: Ability to fund and sources of funding

Phase I- Pre-Planning

"Plan-for-Planning" Meeting

Prior to developing the facilities master plan, our team will facilitate a plan for planning work session to confirm that there is clear agreement on the objectives and the process to be implemented. The purpose of this initial meeting with the district’s administration is to gain an understanding of the mission and function of Terrell ISD and discuss approach. The plan-for-planning work session is held to confirm that expectations of the project are understood and there is consensus on the process to be implemented. At this meeting we will discuss roles, functions, responsibilities, anticipate issues, and prepare for the project roll out.

A. EDUCATIONAL FRAMEWORK

The educational framework of Terrell ISD is perhaps the key characteristic that makes your district unique. During this phase of planning, we will work with Terrell ISD to identify the foundation of the educational core of the district. This includes practical data such as school size; class size, and grade configuration. These elements begin to set parameters of planning necessary for the framework of planning. Combine these with the educational component of Terrell ISD, information that includes: 

 ƒ Programs: Special education, magnet/choice schools, ESL, career and technical education, visual and performing arts

 ƒ Extra-Curricular: Athletics, clubs

 ƒ Delivery Models: Team models, grade level, cross-curricular, virtual learning

The educational component often informs the practical models of what comprises the makeup of a district. 

Development/Verification of Educational Space Standards

The educational framework of the district is the foundation for creating and/or verifying the educational specifications for facilities. Educational specifications are the written description of how schools should be designed based on the educational model of the district. This purpose of the educational specification is two-fold.

First, it sets the standards for design from an educational perspective, thus setting up a process for new construction and/or renovations that means form will follow function. Second, the educational specifications will be the standard to which all buildings are measured for educational adequacy assessments. The second is critical in that the measurement of adequacy becomes standards based and not a subjective measurement. 

The final educational specifications will be in written and graphic form for review and clarification and will define the scope of work and design requirements. It will contain results of the planning labs, a compilation of space, spatial diagrams for each program and the entire facility, as well as detailed program area descriptions. The following components will be included as part of the educational specifications document:

 ƒ Specific program area information

 ƒ Specific facility features

 ƒ Furnishing and equipment needs

B. DEMOGRAPHICS

Understanding the details of student enrollment and the data that impacts the enrollment is critical to future space planning. Our team has extensive experience in not only development of enrollment projections but in the analysis of the details of the demographics of the district. Enrollment projections are more than just the number of students a district serves. The projection tells a story of the demographic makeup of the enrollment, the diversity of students the district serves, the current and future of housing in the district, the socio-economic components, and economic development impacts on student enrollment.

C. FACILITY CONDITION  

Educational Adequacy Analysis

The adequacy assessment is a standards-based approach of measuring school facilities against the district’s educational specifications. A critical component to functional equity across the broad spectrum of Terrell ISD is educational adequacy. The Educational Adequacy Index (EAI) is used as a comparative indicator to identify the relative programmatic needs of a facility, group of buildings, or an entire portfolio

Phase 2 - Master Planning

Our Approach to Communications and Community 

Our team looks forward to the opportunity to work with an Terrell community-based facilities and planning committee. This committee will provide the conduit for messaging to the larger community audience. A strong collaborative relationship between this citizen’s committee and the planning consultant will lead to better vetting of the data, extensive community outreach strategies, innovative solutions for challenging planning issues, and ultimately a stronger facilities master plan.

Develop a "State of the Schools" Report

Critical to the success of a facilities master plan is to have clear understanding of existing data and to break down the silos of information in order to make informed decisions. The "State of the Schools" Report will serve as a key document from which all stakeholders are working from the same data points, providing a stronger foundation for creating options and ultimately final facility decisions

Phase 3 — Recommendations 

Recommendations Development

After input and vetting from Terrell ISD and the community our team will reconvene leadership and the facility committee to consider the options for a multi-day work session to narrow the list of facility options into a set of final recommendations. All the data collected to-date is incorporated in developing draft recommendations that respond to the data and community input, while helping to further the Terrell ISD’s vision. 

The final report will include recommendations for facility modifications to achieve the district’s programmatic goals outlined earlier in the program. The LRFP is more than a facilities document; it provides a roadmap for strategic investments in the District’s facilities for the next 5-10-20 years that meets the educational vision of Terrell ISD and the community while working within given capacities and budgets.

Final Report and Recommendations

Our team will present a final report and data visualization tool to the Superintendent and Board of Trustees upon completion of this process.
