Severely Rent Burdened Cities in Oregon
Per HB 4006 , passed in the 2018 Legislative Session, Oregon cities with a population of over 10,000 have new requirements if their city meets the conditions of being severely rent burdened.
Cities where over 25% of the population is spending more than 50% of income on rent are considered severely rent burdened.

With 36.9% of renter households being severely rent burdened, Corvallis ranks as the highest rent burdened city in Oregon. Of the 12,166 renter households in Corvallis, 4,488 of those pay more than 50% of their income on rent. Corvallis exceeds the conditions to be considered rent burdened by 11.9%.

The new legislation requires that any city meeting the conditions to be considered severely rent burdened "shall hold at least one public meeting to discuss the causes and consequences of severe rent burdens within the city, the barriers to reducing rent burdens, and possible solutions."
