One-Time Urban Growth Boundary (UGB) Expansion

Introduction

Welcome to the City of Bend online public open house. The City is seeking public input on two potential site options for a one-time Urban Growth Boundary (UGB) expansion under Senate Bill 1537 (SB 1537). Only one site may be selected. The Council may also choose a portion of a site, or may choose not to proceed with either sites. This open house will be available through Dec. 4, 2024 at 5 p.m.

In 2024, the state legislature passed a bill, known as  Senate Bill 1537 , that provides qualifying local governments a one-time option to add up to 100 acres of net residential land to their urban growth boundary (UGB). Using this bill, cities can go through a streamlined UGB expansion process to enable the development of affordable and market-rate housing. Any land added to the City through this process would require a minimum of 30% of housing units to be affordable.  Affordable  in this context is based on a household of four making 80% of the area median income (AMI), approximately $83,750 annually, if they are renting or 130% of the AMI, approximately $136,110 annually, if they are buying a home.

Project Timeline & Process

In August 2024 the City issued a notice requesting interested landowners to submit a site application to be added to the UGB. Two site applications were received. The City may only select one site and is seeking public input on the proposals, shown in the following sections.

Upcoming Dates 

  • Nov. 20: City Council work session to review site proposals
  • Dec. 4: City Council meeting to select a site, with an opportunity for public testimony

If a site is selected, the applicant will be required to apply for a UGB Amendment and Comprehensive Plan Text and Map Amendment within one year of site selection. These processes will be conducted similar to the City’s typical land use processes, which include future opportunities for public comment.

  • Site 1: Jasper Ridge (eastside)
  • Site 2: Caldera Ranch (southeast)

Site 1: Jasper Ridge

  • Location: Eastside (located approx. north of HWY 20, south of Neff Rd, west of Hamby Rd)
  • Total Site Size: 132.38 acres (approx. 74.5 residential acres)

Site 1: Jasper Ridge Housing

  • Total Units Proposed: 1,012
  • Density: approx. 13.5 units/net residential acre
  • Housing Mix: approx. 2/3 single-unit detached and attached; 1/3 multi-unit attached 

Affordable Housing

  • Affordable Units Proposed: 304 (30%)
    • 49%: 150 multi-unit for rent (at 80% or less AMI) built in the higher density (RH) zones proposed on the southeast and northeast portions of the site, built over time
    • 51%: 154 single units for sale (at 130% AMI or less) dispersed throughout the project and built over time   

Site 1: Jasper Ridge Other Key Features

  • Commercial/Mixed Use: 3 acres total (two locations: one on Hwy 20, one centrally located)  
  • Parks and Open Space: 13.2 total acres (10%) including a park adjacent to the proposed neighborhood-scale commercial area
  • North-south separated multi-use path, centrally located on the site with opportunities for connections to open space along the path

Site 2: Caldera Ranch

  • Location: Southeast (located approx. south of Knott Rd, west of 15 th  St/Tekampe Rd, west/east of Woodside Rd)
  • Total Site Size: 91.4 acres (approx. 55.9 net residential acres)

Site 2: Caldera Ranch Housing

  • Total Housing Units: 700
  • Density: approx. 12.5 units/net residential acre 
  • Housing Mix: approx. 2/3 single-unit detached and attached; 1/3 multi-unit attached 

Affordable Housing

  • Affordable Units Proposed: 238 (34%)
    • 9%: 22 multi-unit attached for rent at 30% or less AMI built in the first phase of development   
    • 81%: 192 multi-unit attached for rent at 80% or less AMI built in the first phase of development
    • 10%: 24 single units for sale at 130% AMI or less dispersed throughout the project and built over time 

Site 2: Caldera Ranch Other Key Features

  • Commercial/Mixed Use: 1.5 acres (one location in the north portion of the site on Knott Road)
  • Parks and Open Space: 9.2 acres total (10%) including 4.5 centrally located neighborhood park
  • Low-stress networks with minimal vehicle crossings: One centrally located north-south bike and pedestrian route with 10’ wide separated multi-use paths on both sides. Two east-west routes with 10’ wide separated multi-use paths on one side.
