LDP2 Housing Land Requirement

What level of housing should we plan for in the next LDP

Reason for Consultation

East Lothian Council is continuing the process of producing its next Local Development Plan.

The Local Development Plan (LDP) will probably cover a ten year period from 2026 - 2036 and will provide the context for planning decisions during this time.

When adopted by the Council the Local Development Plan will, along with the recently adopted National Planning Framework 4 (NPF4), form the Development Plan. It will contain maps showing where development should and shouldn't go, and a series of policies whose content will need to be addressed when assessing planning proposals.

We will use the information gathered as part of this engagement exercise for the purposes of developing the Local Development Plan and other related Council documents. The information will be handled in line with the Council's privacy policy.

Spatial Factors

Determining the Housing Land Requirement

National Planning Framework 4 context

Different local authorities will have different spatial circumstances, but these will all be reflected in the six priorities set by the NPF for the national spatial strategy. With the NPF being part of the development plan and these priorities being set to address international UN derived duties these priorities are expected to form the basis of the spatial strategies in LDPs as well.
