City of Sheboygan is committed to integrating a Complete Streets approach into our transportation practices, policies, and decision-making


Vision and Intent

The City of Sheboygan  Department of Public Works  (DPW) is providing a detailed approach to designing streets that reflects our changing community values and priorities, including rising concerns about safety, increased awareness of disparities, and the consideration of green infrastructure to address sustainability goals.

A  Complete Streets Policy  is intended to benefit all users equitably, particularly vulnerable users and the most underinvested and underserved in the community.

When we use the word “street”, we are referring to the sidewalks, terraces, roadways, and everything in between. The City of Sheboygan’s Complete Streets Guide will provide:

  • A process centered in community values
  • Clear direction on priorities
  • Defined street types to use as a starting point for design
  • Explicit equity framework and associated process
  • A flexible tool that will evolve over time

Transportation should be:

  • Safe
  • Convenient
  • Reliable
  • Affordable
  • Accessible

Regardless of:

  • Race
  • Ethnicity
  • Religion
  • Income
  • Gender Identity
  • Immigration Status
  • Age
  • Ability
  • Language Spoken
  • Level of access to personal vehicle

What are we addressing?

Streets are critical to the quality of life for the citizens and visitors to Sheboygan, this is why it is so important to address the unintended consequences of our previous design approach.

Most street reconstructions take place in a fixed amount of right-of-way with priorities given to motor vehicles.

We want to create a formalized value system that represents the community as a whole and residents that have the opportunity to advocate for their preferences.

It is the mission of the DPW to improve the quality of life by effectively developing, maintaining, and improving the infrastructure, natural resources, and community services.

The Complete Streets Guide will address:

  • Speeding
  • Crashes
  • Pedestrian Accommodations
  • Bicyclist/Rolling Accommodations
  • Increasing water and air pollution
  • Inequities

Tips for using the Maps below:

  • There is a legend in the lower left corner of each of the maps
  • In the lower right corner, there are controls to zoom in and out of the maps to view more detail
  • There is an option to expand the map to full screen in the upper right corner

Where are the Hot Spots for Crashes in Sheboygan?

The map below displays crash density for the past 10 years. The crashes are weighted by average traffic density, so areas with high crashes and low traffic are given more weight. Areas in yellow are high density and blue is low density.

What does Sheboygan have for Public Transportation?

 Shoreline Metro  runs bus services throughout the City of Sheboygan.

What does Sheboygan have for Bike Transportation?

There are bike lanes and sharrows on many streets within the City. Paved biking paths are located throughout the City to connect bike lanes. The City strives to increase the biking transportation network.

How is Sheboygan doing in terms of ADA compliant curb ramps?

The City of Sheboygan is currently working on updating existing ramps in the Public Right-of-Way and at City owned buildings to ensure that they are  ADA compliant .
