In 2016, the Philadelphia City Planning Commission met with residents at the St. John Neumann Center, at Anne Frank Elementary in Bustleton, and at NE Community College to establish goals for the now completed Far Northeast District Plan. Completing the Lower Poquessing Creek Trail was prioritized.
With generous support from DCED and DCNR, PA's branches for economic development and natural resource conservation respectively, the City of Philadelphia has begun assessing the potential for such a trail along the Poquessing Creek watershed.
In the past year and a half, we've solicited input from engineers, neighbors, and local stakeholders with one goal: identify the best route and the amenities needed to ensure the trail is a true community asset. The next stage is the Design stage, where we'll pour over the details, right the wrongs, and tee up pre-construction activities.

We held public meetings in September of 2021 and May of 2022 virtually on line. I can say that the trail has definitely shifted direction as a result of these meetings and from the conversations in between. When you compare the Poquessing Creek riparian area to other Philadelphia watersheds with trails, you'll find that the Poquessing is much smaller. In fact, the Creek's source is in lower Bucks County. Consequently, we've shifted our thinking to a hybrid on-road off-road design. As much as we want to go all off-road, we need to respect the Creek and the residents that care for it. Also, our team has been made aware of concerns about management and security related to the trail. We our interested in exploring a User Based Trail Program that encourages stewardship in overseeing specific goals for the trail, including but not limited to: inclusion, natural resource protection, and infrastructure and maintenance standards.
