FY 2025-2029 Statewide Locally Coordinated Plan
The Bipartisan Infrastructure Law (BIL) continues to require a comprehensive planning and coordinated process to identify and select projects eligible for 5310 funding. This process includes transportation planning agencies, public and private transportation providers, non-profit transportation providers, human services providers, other government agencies that administer social service programs, and participation by the public, including older adults and persons with disabilities.
In 2018, NCDOT conducted a statewide LCP. Previously, small urban Metropolitan Planning Organizations (MPOs) and Rural Planning Organizations (RPOs) in North Carolina were required to prepare individual LCPs to satisfy the federal requirements for receiving 5310 funding.
