Project Background and Community Engagement

The City of Moreno Valley (City) Parks, Community Services & Trails Master Plan (Plan) is a comprehensive planning effort that will provide Moreno Valley with a modern vision for parks, recreation, and trails. The Plan will include an inventory of all the city parks, a financial strategy plan, prioritization of proposed recommendations, and extensive community and stakeholder engagement. The City is committed to making the planning process a collaborative effort and wishes to engage the community through a series of public workshops, surveys, online maps, and other meetings to gather feedback for the Plan.

Anyone that lives, works, or plays within the City’s limits is welcome to complete the surveys. It will be important to gather feedback from people of all ages and demographic backgrounds, therefore requiring a diverse set of outreach strategies.

Existing Conditions

This park master planning effort includes improving the City’s parks to meet the current needs of residents as well as ensuring that the parks will meet the City’s future demands. The City’s population of approximately 208,000 is increasing and demographics are shifting. Such changes require certain parks to be upgraded to meet the recreational demands of the parks’ visitors as well as ensure that the parks’ deficiencies are addressed so that visitors have a pleasant experience, whether it is for active or passive recreational use.

Moreno Valley's Community Services Department is responsible for the development, operation, and maintenance of parks and associated recreational programs. The City manages parks, trails, a golf center, and several recreation and community centers. Park types within the City include Mini, Neighborhood, Community, Specialty, and Linear Parks. All parks will be analyzed in this park master plan.

Project Timeline

The Moreno Valley Parks, Community Services & Trails Master Plan officially kicked off in November 2022. Data collection and park inventory fieldwork took place in March 2023. Project milestones for Spring and Summer 2023 will include existing conditions analysis and community engagement. Project milestones for Late Summer and Fall 2023 will include additional community engagement and draft recommendations. Project milestones for Fall and Winter 2023/2024 will include the funding, operations, and maintenance analysis and the development of the draft and final report.
