Fiscal Year 2025 - Bus Stop Priority Scores
Each bus stop in the Sun Tran system has an estimated bus stop priority score that has been developed using key bus stop attributes, proximity to key destinations, and various equity priority tools. The estimated Sun Tran Bus Stop Priority Scores are to be used to determine the order in which bus stops will receive improvements as funding becomes available. A higher priority score indicates a higher level of need for improvements and/or additional bus stop amenity placements.
This priority score calculation stems from Sun Tran's most recent Comprehensive Operational Analysis and has been further developed to better meet the needs of the Tucson community. The priority scores will be updated annually to ensure the data reflects the current state of the system.

The system map (left) displays all of Sun Tran's routes as of February 23rd, 2025. Sun Tran has 27 fixed routes (traditional in Blue), 11 express routes (limited stops in Green), and 1 downtown modern streetcar (in Pink). Sun Shuttle (in Orange) also serves 10 routes and 5 dial-a-ride zones. In addition to these routes, Sun Tran serves 2 On-Demand micro-transit zones and has paratransit services for qualifying individuals anywhere within 3/4 miles of a fixed route.
The Sun Tran system has a total of 2,276 bus stops, which are located throughout the City of Tucson, but also throughout the following jurisdictions: Unincorporated Pima County, City of South Tucson, Town of Oro Valley, Town of Marana, and Pascua Yaqui.

Priority Score Calculation

Ridership
Ridership fluctuates throughout the year and can vary between years. To account for this, Sun Tran will update this data on at least an annual basis and biannually as possible.
The most accurate and insightful ridership data available at this time is currently being drawn from the first six months of the 2025 Fiscal Year (July 1 to Dec 31).
Bus stop ridership is measured by the Automatic Passenger Counters (APCs) on the buses as passengers board and alight at each individual bus stop.
The stop activity data used to measure the usage of a stop reflects the average number of daily boardings for each stop. This number is the baseline of each Bus Stop Priority Score.
Transfer Points
A stop can receive up to a 50% increase in score based on their designation as a Major Transfer Point (50% increase), a Minor Transfer Point (25% increase), or a Non-Transfer Point (no increase).

Equity Considerations
Why Equity?
Transit is especially important to the success of historically underserved, minority, and low-income communities.
Each bus stop that is identified to be of "Moderate - High" or "High" (Mean Percentile) priority by the Tucson Equity Priority Index will receive a 20% increase in its bus stop priority score. If the bus stop is served by a route that has been designated as a minority route, will receive an additional increase of 5%.

Sun Tran's On-Board Survey
Every three years, Sun Tran conducts an On-Board Origin - Destination survey to better understand the community members who are using the transit system. The results of the 2022 survey identified which Sun Tran routes are "Minority Routes" by comparing Sun Tran's collected demographic data with national demographics.
Bus stops that serve "Minority Routes" will receive a 5% increase in priority score.
Key Service Destinations
If a bus stop is within a 1/4 mile of any key service destination(s), that stop receives a 20% increase in bus stop priority score.
Key service destinations contributing to this score are hospitals, schools, libraries, parks, and grocery stores.

Bus Stop Priority Scores are estimated values and are subject to change.
As the City of Tucson has the most readily available data, the scores are most applicable to bus stops within the City limits. Outside of the City, the scores may be less accurate.
The previous FY24 Priority Scores were calculated somewhat differently than the current scores. This change is due to limited data availability, such as the CE-JST data that is no longer available.
