I-605 Corridor Improvement Project

Status

About the Project

Metro has a plan to improve mobility for all modes of transportation along the I-605 corridor, including connecting freeways, on- and off- ramps, and crosswalks, among others.

Project Update

We heard your concerns and are taking action! With your comments and responses in mind, the I-605 CIP is has undergone several revisions to incorporate the feedback prior to the initial release of the draft environmental document that was originally planned in 2020.

The reimagined I-605 Corridor Improvements Project will now focus on developing improvements that:

  • Limit impacts
  • Include multi-modal improvements
  • Increase trip reliability
  • Provide safe access for pedestrians at ramp intersections
  • Create environmental sustainability and equitable access
  • Align with the latest State laws and Metro policies

Background and Need

  • Higher collision rates than statewide average
  • High travel times
  • Lower trip reliability during peak commute hours
  • Over 300,000 vehicles effected daily by traffic congestion impact (pre-COVID-19)
  • Segments of HOV lanes classified as "degraded" by federal standards
    • HOV lane speeds less than 45 miles per hour over 18% of the time
    • Peak rush hour speeds average less than 45 miles per hour for 29% of the time or more

Project Benefits

  • Transfer vehicular traffic to multi-modal options:
    • Walking paths and pedestrian-friendly areas
    • Cycling infrastructure (e.g., bike lanes, bike-sharing programs)
    • High-occupancy vehicle lanes (HOV lanes)
    • High Occupancy Toll Lanes (HOT Lanes or ExpressLanes)
  • Improve mobility by decreasing commuter times
  • Provide equitable benefits to all users of the system

Defining Partnerships and Roles

  • Metro is preparing the planning and engineering reports and environmental document
  • Caltrans provides oversight, serves as the lead agency for the environmental document, and is supporting studies to assess potential effects of constructing/operating the proposed improvements  
  • Federal Highway Administration (FHWA) oversees operations of federal and interstate highways

Funding

  • Measure M, the local sales tax passed by LA County voters in 2016, provides $260 million for this project  
  • Additional funding sources will be identified as project advances through the development process

Project Alignment runs along the I-605, with other freeway improvements along the I-105, I-5, SR-60 and I-10.

Corridor Alternatives

The following slides show the proposed alternatives for each freeway along the corridor:  I-605 ,  I-105 ,  I-5 ,  SR-60  and  I-10 .

Below are definitions for some general terms:

  • General Purpose (GP) Lane: Typical lane of travel on a highway
  • Auxiliary (AUX) Lane: A merge/weave lane which stretches between interchanges
  • High Occupancy Vehicle (HOV) Lane: Commuter lane reserved exclusively for use of carpools, vanpools, and/or buses
  • High Occupancy Toll Lanes (HOT Lanes or ExpressLanes): Toll lane where there is an associated fee to travel, designed for travel efficiency. HOV users can utilize ExpressLanes

Environmental Review

The project is currently in the environmental planning phase which includes the development of several environmental documents and studies assessing potential environmental impacts of the proposed alternatives.

Present new alternatives to Metro Board for consideration and request supplemental environmental analysis be completed prior to release of the environmental document.
