Sierra Leone is the most cited success story of VGGT implementation. 11 years of civil war had led to significant ecosystem degradation and land conflict, afflicting a population where two-thirds of the people are smallholder farmers. In 2014, the government agreed to use the VGGTs as a framework to develop new land policy. April 2014 saw the first workshop of a multi-stakeholder platform to instigate this process, involving more than 100 actors. New National Land Policy was adopted in 2015. Over 90 paragraphs of the 2015 National Land Policy closely follow the text of the VGGT. In this way, the case provides a model image of moving soft laws into hard national legislation, a baseline for systemic change within a country. Two new technical working groups were subsequently formed to assist with implementation after enactment of the policy. These were the Sierra Leone Technical Working Group (TWG), focused on land law and administration, and the Responsible Agriculture Working Group (TWG RAI), looking at agricultural investment. Next to a commitment for inter-ministerial coordination, there were strong VGGT champions in civil society who could help inform citizens of their rights.
