The Ada County Highway District (ACHD) is designing improvements for Hill Road, Castle Drive to Outlook Avenue and Roe Street, Limelight Street to Caswell Street as part of the Northwest Boise Improvements project. Here you will find information about the project’s background and the current design of the roadway and intersection improvements. At the end, you will be able to provide feedback on the designs.

Project Overview

This project will address long-standing needs on Hill Road and Roe Street. The project includes the following street segments:

  1. from Castle Drive to Outlook Avenue.
  2. on Castle Drive at Cynthia Mann Elementary School.
  3. from Limelight Street to Caswell Street.

Project considerations

Hill Road, Castle Drive to Outlook Avenue

Project Description

  • Reconstruct the northwest and northeast corners of the Castle Drive/Hill Road intersection to shorten pedestrian crossing distance and slow vehicles.
    • This will create a bulbout.
  • Install a new 7-foot sidewalk on east side of Hill Road to provide a connection between Castle Drive and Outlook Avenue.
  • Minor roadway widening to develop consistent 5-foot bike lanes.

Enhanced Pedestrian Crossing at Cynthia Mann Elementary School

Project Description

  • Install a raised crosswalk with a rectangular rapid flashing beacon (RRFB) on Castle Drive in front of Cynthia Mann Elementary School.
  • Add a bulbout on the north side of Castle Drive to shorten the pedestrian crossing and increase safety.
  • Install green stormwater treatment facilities.
  • Improvements will remain completely within ACHD right-of-way.

Roe Street, Limelight Street to Caswell Street

Project Description

  • Install 5-foot sidewalks on both sides of Roe Street from Limelight Street to Caswell Street.
  • Narrow travel lanes and remove on-street parking to limit impacts to adjacent property.
  • Add new stormwater collection facilities (swale and bioinfiltration swale) to accommodate stormwater runoff.
  • Install new marked crosswalks of Roe Street and Caswell Street.

Key Design Features

Curb Bulbouts

Bulbouts are proposed at key locations throughout the project area to increase safety for pedestrians. Bulbouts extend the sidewalk or cub line out into the street and increase safety by:

  • Narrowing the street to shorten pedestrian crossing distances.
  • Slowing vehicles.

Rectangular Rapid Flashing Beacon (RRFB)

RRFBs are pedestrian-activated flashing LED lights, typically mounted on existing crosswalk signage, that signal to drivers that a pedestrian is about to enter a crosswalk. RRFB’s enhance pedestrian crossings by:

  • Flashing lights get drivers’ attention when people are crossing the street.
  • Encourage drivers to stop and let pedestrians cross.

Green Stormwater Facilities

What are Bioretention Swales?

Swales are a natural and effective tool for managing water drainage from the road. The plants filter the pollutants from the stormwater. The plants shown are types typically used in bioretention swales. Plantings can differ depending on the project.

Project Timeline

  • February 2024 – Began Design.
  • Summer 2024 – Seek public input on projects (We are here!).
  • Fall 2024 – Finalize design.
  • 2024 to 2026 – Begin purchasing necessary property for the project.
  • 2026 – Construction.
