3rd Street Quick-Build

Thank you for joining this virtual open house for the  3rd Street Quick-Build Project . This is an opportunity to learn more and give the San Francisco Municipal Transportation Agency (SFMTA) feedback on proposed traffic safety improvements along 3rd Street from the Bay Trail to Townsend Street.

The SFMTA is seeking your input on the proposed street design changes for the corridor so that we can better understand interest in creating more protected bike connections and pedestrian safety improvements in the area.

This open house website will be available for feedback for a four-week period from Monday, December 18, 2023 to Monday, January 12, 2024. While the open house website is live, staff will be available via email, and you are also welcome to attend our online office hours for further questions.

The  3 ^rd  Street Quick-Build Project  and  Townsend Quick-Build Project  are now separate projects. Previously, the two streets had been paired as the 3rd/Townsend Quick-Build Project. For more information about the schedule and limits of each project, click the links above.

As part of the  Vision Zero Quick-Build Program , the project is committed to delivering transportation safety and comfort on the corridor for all users. The project will analyze current conditions on the corridor and create designs that address safety issues and improve bike network connectivity.

Currently, there is a two-way protected bikeway (Class IV) on the east side of 3rd Street that leads to The Bay Trail at the northern end of Lefty O’Doul Bridge. There are sharrow markings north of the bridge to Townsend Street, where cyclists ride in mixed traffic. This two-block project area along 3 ^rd  Street extends from the 3 ^rd  Street Bridge to Townsend Street and is approximately 0.2 miles long.

The street ranges between two to four northbound travel lanes and two southbound travel lanes between Berry Street and King Street. A 330-foot-long median and railing extends north from the Lefty O'Doul Bridge.

A paved segment of the San Francisco Bay Trail is adjacent to the project area, located on the Lefty O'Doul Bridge over Mission Creek. This trail segment connects to the larger SF Bay trail system. Sharrows are marked on 3 ^rd  Street adjacent to the San Francisco Bay Trail to Townsend Street.

Between King Street and Townsend Street, there are three northbound travel lanes and one right turn only lane.

There is curbside metered parking and loading zones throughout the project area. There are 8 general metered parking spaces, 8 passenger loading metered spaces, 3 metered commercial loading zones, 2 passenger loading zones, and one bike share station.

The  15 Bayview Hunters Point Express  bus runs on 3 ^rd  Street within the project extents. The project also intersects with major Muni routes, including the N Judah light rail and the 45 Union/Stockton.    

In the existing conditions, riding a bike or scooter can be challenging to navigate when competing with vehicle traffic in the neighborhood. Sharrows indicate a shared lane for people on bikes and in cars and help to suggest bicycle positioning in the lane, but may not be the preferred option in terms of comfort for riding a bike or scooter. That is why the SFMTA is proposing protected bikeways, not only to fill in the gap of the existing bike network, but to also provide a safe route and option for people to get around on two-wheels to and from the neighborhood.

3 ^rd  Street and King Street are both on San Francisco's Vision Zero High Injury Network (the 12 percent of streets that disproportionately account for 68 percent of severe and fatal traffic collisions). There have been 21 reported injury collisions in the past 5 years on 3 ^rd  Street between Berry Street and Townsend Street.

Quick-build projects are reversible, adjustable, traffic safety improvements that can be installed relatively quickly with city crews using road paint, street bollards and traffic signs. Unlike major capital projects that may take years to plan, design, bid and construct, quick-build projects are buildable within months and are reviewed,  evaluated , and adjusted for a 24-month period following initial construction.

Many of the traffic safety and bikeway connection issues we see on 3rd street can be addressed through quick-build improvements. While quick-builds are typically low-cost and use low-impact materials, they can create highly effective results. Community outreach and engagement play a key role in ensuring quick-build projects respond appropriately to the neighborhood.

This project will establish a two-way Class IV bikeway (separated bikeway) on the east side of 3rd Street between Lefty O'Doul Bridge and Townsend Street, providing a protected link for cyclists between the Bay Trail and Townsend Street, with connections to The Embarcadero.

This project proposes the following:

• A northbound and southbound protected bikeway on 3rd Street
• Removing one driving lane from Berry to Townsend streets
• Floating parking configuration on the east side of the street
• A reallocation of parking/loading space
• Potential signal timing changes

• Removing one northbound through lane will be consistent with the existing number of through lanes (3) north of Townsend Street
• A wide two-way protected bikeway can be used for emergency response vehicles, when needed
• One commercial yellow zone will be removed
• Additional analysis is needed to explore a signal protected vehicle right-turn phase from 3rd Street onto King Street
