Get to know Frisco on the Green and NW Community Park and help create new adventures!

Project Overview

The City of Frisco and the project team are creating a new vision and plan for Frisco on the Green and Northwest Community Park.

The plans for the parks will include active and passive play elements, hiking and mountain biking trails, and a focus on preserving the parks’ views, natural elements and resources. Northwest Community Park and Frisco on the Green are both part of the City of Frisco Parks and Recreation Open Space Master Plan and are important links in the Hike and Bike Trail.

Project Sites

NW Community Park is home to a five-acre pond that serves the PGA golf course to the north and 55 acres of mountain bike trails. Frisco on the Green Neighborhood Park is 27 acres and contains well-established trees, meandering sidewalks, three acres of flat and hilly open space, and a two-acre pond.

Project Team

The City of Frisco has partnered with landscape architecture firm Design Workshop, Inc. to lead this planning and design process. They will be joined by local and regional experts including IMBA (International Mountain Biking Association), JQ Engineering, PGAL Architecture, ETM Associates, Hines Irrigation Consulting, CCS Cost Estimating, and Ecosystem Design Group. Each consultant brings knowledge and experience with active, passive, and nature-based park design.

Get to Know the Parks

Adjacent Schools

Billy Gene Phillips Elementary School, Sue Wilson Stafford Middle School, and Lone Star High School are all within walking and biking distance of the two park sites. The schools have existing sports fields and sports courts, including tennis, track, baseball, and softball.

Teel Parkway Frontage

Both parks front onto Teel Parkway. At NW Community Park, the roadway is four lanes and divided with a large turf median. There is a sidewalk with a landscape buffer to the west. The road narrows to two lanes at Frisco on the Green as it crosses Panther Creek. The project vision is to connect the two park sites along Teel Parkway.

NW Community Park:Trail Network

Built by volunteers in 2012, the park features 5.3 miles of existing single-track mountain bike trails that are maintained by the Dallas Off Road Bicycle Association (DORBA). There are a few technical trail features, including jumps, bridges, a rock garden, and a roller coaster. The trail network was recently reduced in scope due to nearby construction.

The Blackland Prairie native to northern Texas is home to a broad, diverse range of plants and wildlife.

NW Community Park: Bike Features

Simple wooden mountain biking features such as bridges and ramps are dispersed throughout the park.

NW Community Park: Open Space

The southern half of NW Community Park is flat and contains only seeded grass: a prime opportunity to introduce new features.

NW Community Park: Detention Pond

There is a large 5-acre detention pond on NW Community Park that will be incorporated into the park design. The pond was recently built to irrigate the PGA golf course to the north of the park site.

Frisco on the Green: Panther Creek

Frisco on the Green is mostly undeveloped. Panther Creek bisects the park and most of the park lies within its floodplain.

Frisco on the Green: Pond

Frisco on the Green features a 2-acre pond that is surrounded by native vegetation.

Frisco on the Green: Bottomland Forest

Wetland forests occupy the Panther Creek floodplain.

Frisco on the Green: Lawn

There is a large open lawn area along the north edge of the park, adjacent to the new Hollyhock residential development. The area has sidewalks and trees.

January 2021 Public Engagement

In January 2021, the planning team kicked off community engagement efforts to understand the recreation needs and desires of Frisco residents. The community engagement events were hosted virtually due to the ongoing COVID-19 pandemic. Events in the first round of engagement included a presentation with polling and a separate online survey for those unable to attend the virtual meeting.

The first project survey was open from January 11 through February 3, 2021 following the first public meeting for the project. The survey received 1,113 responses from community members and the full results can be viewed at the link below.

April-May 2021 Public Engagement

Events in the second round of engagement included a virtual public meeting with polling and a separate online survey for those unable to attend the meeting. The second virtual community forum took place on April 29, 2021 with an energetic group of 53 residents. The goal of the meeting was to gather feedback from residents on the draft master plan concepts for the two parks, using a series of polling questions and a Q&A session.

The feedback from the public meeting and following online survey will help guide the project team toward a final concept. A summary of the second round of public engagement is viewable at the link below.
