Future Capital Projects

5400 S Waterline Replacement

Kearns Improvement District (KID) identified the need to replace the existing aging waterline along 5400 South. Over recent years the line has had several leaks and is difficult to maintain due to it’s depth in 5400 South. The new line will be constructed from our existing tanks at Mountain View Corridor to 5600 West. The new 20-inch ductile water line will be constructed to improve water pressure and increase fire protection capabilities for residents in the service area. KID is approved for an EPA $1.75M grant to assist with the construction of the water line. Construction is anticipated to occur in summer of 2024 to spring of 2025

Kearns Jr High

This project has a clear objective: enhancing fire safety for our critical infrastructure by constructing a new 10-inch water line loop along 4320 West and West Sams Blvd from 5400 South to 4015 West. The project will improve water reliability, provide additional fire hydrants, and increase fire protection capabilities to the Kearns Jr. High School and the surrounding area. It is part of fulfilling our promise to our community that they will know that KID cares. KID has applied for and is currently under consideration for a $1M grant from the EPA for these water infrastructure improvements.

4700 S Outfall Sewer Project

With the expansion of development within the KID service area, it has necessitated the upsizing of the existing sewer outfall line in 4700 South from Redwood Road to the Central Valley Water Reclamation Facility (CVWRF) of which KID shares ownership with other districts and municipalities. , 36, The upsized sewer pipe will be increased to 48 and 60-inch in diameter, along with a piping system that crosses the Jordan River. The project began April 2023 was completed July 2024.

As part of our efforts to continually improve our service, water quality, and fire protection enhancement for our community, the Kearns Improvement District has replaced and upsized the water main line in 4320 West.

KID’s recent utility water line project successfully improved water quality by replacing the aging existing water line with a new 8-inch PVC water line on 4460 West between 5015 South and 5135 South. The project, has enhanced the quality of water service to the residents by individualizing each water service line and meter while increasing the fire protection capabilities to the neighborhood residents. The upgraded water lines not only mitigate the risk of leaks and disruptions but also contribute to the overall sustainability of the neighborhood.

6600 S Booster Pump Station Upgrade

As part of KID’s continual effort to maintain our water system delivery reliability, improve our water quality, and increase our efficiency, an engineering analysis identified the need to enhance the water booster pump station capabilities at6200 South and 5300 West. The new booster pump station along with the new Jordan Valley Conservancy District (JVWCD) 6.8MG water reservoir currently being constructed on the same site will meet the projected water demands of our customers for the next 30 years and beyond.

Big Improvements along Highway U111! Earlier this year KID completed the installation of an additional 16-inch water transmission line along Highway U111 from our existing pump station at 6000 South to 6600 South. This new water transmission line will enhance KID’s ability to provide safe, clean, and reliable water to the developing Southwest portion of the District for many years to come.

Our sewer lift station has undergone a significant upgrade, ensuring the continued efficiency and reliability of our wastewater management. This enhancement represents our commitment to modernizing critical infrastructure, improving operational performance, and meeting the growing needs of our community. The upgraded lift station reflects our dedication to providing residents with a sustainable and environmentally responsible solution for years to come.

Zone D 5 Million Gallon Water Tank

To accommodate the rapidly growing area in the Southwest part of the Kearns Improvement District’s service area additional water storage facilities were needed. Having planned for future expansion several years ago, additional property was purchased at that time. It was determined that an additional 5-million-gallon water tank would be placed on the site in order to accommodate the growth now, and into the future. The project and the construction quality of the tank have received national attention. The American Concrete Institute (ACI) awarded KID and the 5-million-gallon tank the 2023 Excellence in Concrete Award for Public Works Structures. The tank project received its operating permit from the Utah Division of Drinking Water in August 2022 and was placed into service at that time.

At the heart of the District lies a series of smaller water storage tanks that have served the customers of the Kearns Improvement District since 1963. These tanks were built within a utility/power corridor that has water tanks, high tension power transmission lines, gas lines, and storm water management facilities. Over time water service requirements had changed and this necessitated an additional 2-million-gallon water tank be built on a parcel that was purchased in the 1960’s to meet the requirements, but it was also encumbered and surrounded by these many other facilities with existing homes that abutted up to the site. In addition, the existing 1-million-gallon tank on the same site required upgrading and repair to allow it to service the District for many additional years. Through prudent planning and the incorporation of exceptional construction methods to build the facilities, the tanks were put into service in the fall of 2019.

To accommodate the rapidly expanding development in the highest portions of the KID service district, it was required that we work with Rio Tinto in purchasing ground high enough to provide pressurized water service to the proposed development area. A 1.5-million-gallon water tank was needed to service this portion of the District. Water transmission mains were designed and installed to deliver the water to the targeted area. After compliance and completion of the project the Utah Division of Drinking Water issued an operating permit in October 2020 and the tank has been providing safe, clean, and reliable water to citizens living in this area of the District.

A water booster pump station is to the delivery of water to our customers as our hearts are to the pumping of blood to our body’s extremities. Water is received from one of our twelve District’s well and from the established delivery points from the Jordan Valley Water Conservancy District. This water is then pumped up to one of our twelve water storage tanks, where pressurized, safe, clean, and reliable water is available on demand. To accommodate the growth and new development on the west side of the District, a new booster pump station was designed and constructed to pump water to the new Zone E Tank. This new booster pump station was successfully integrated into the District’s water delivery system on November 4, 2020 with an operating permit issued by the Utah Division of Drinking Water.

To accommodate the explosive growth of the west side of the Kearns Improvement District’s service area, additional pumps and electrical systems were installed to accommodate the expansion and addition of the new Zone D 5-million-gallon water tank. This water booster pump station is to the delivery of water to our customers on the west side of the District as our hearts are to the pumping of blood to our body’s extremities. Water is received from one of our twelve District’s well and from the established delivery points from the Jordan Valley Water Conservancy District. This water is then pumped up to the water storage tank where pressurized, safe, clean, and reliable water is available on demand. This new booster pump station was successfully integrated into the District’s water delivery system with an operating permit issued by the Utah Division of Drinking Water.

As part of our efforts to continually improve our service, water quality, and fire protection enhancement for our community, the Kearns Improvement District has replaced and upsized the water main line in 4320 West.

After the water main was been installed, pressure tested, and met all water quality testing requirements, connections from your existing water meters have been tied into the new water main.

Project Status: Completed July 2024

4460 W Waterline Replacement

Conservation Landscaping

Paul F. Walker 9-11 Memorial Park

In a proactive step towards water conservation, KID undertook a landscaping renovation at Paul F. Walker 9-11 Memorial Park. By replacing the grass with rock landscaping, we are making strides in minimizing water wastage

TLA Tank Site Landscaping

The Hayes Conservation Garden was created in 2005 about 18 years ago with a grant and constructed over 85 different plants, shrubs and grasses. The District paid a landscape contractor to maintain this for the past 18 years and the gardens regressed to sub-standard conditions. With operations providing landscape maintenance, KID is working to remove all shrubs, clean up, re-grade, replace irrigation, and install weed barrier and decorative landscape rock. The new landscaping will provide a safe, maintenance friendly and water conservation for the TLA tank landscaping.

KID Office Tank Landscaping

Kearns Improvement District has taken a sustainable step by transforming the rooftop of their office water tank. They've replaced the traditional grass with conservation landscaping rocks and drought-resistant vegetation. This eco-conscious initiative not only lowers water consumption but also embraces 100% conservation landscaping, highlighting their dedication to responsible resource management and a more environmentally conscious workplace for a greener future.

About Us

Kearns Improvement District (KID) is a water and sewer utility located in Kearns, Utah.  KID encompasses the area formerly known as Camp Kearns which was established as an air force replacement center during World War II. A water distribution system, a sewage collection system, and a sewage treatment plant were installed by the government for the armed forces.  The military personnel stationed at Camp Kearns at one time reached a peak of approximately 50,000.

KID not only serves the Kearns community we also serve portions of West Jordan City, West Valley City and Taylorsville City.  We continue to purchase 90% of the water we deliver from Jordan Valley Water Conservancy District and operate 12 wells in and around the area to supply the additional 10% of the water. KID is a political subdivision of the State of Utah with specific statutory powers.  We are governed by an elected Board of Trustees and currently have 40 employees working in five different departments of the district; water, sewer, administration, engineering and construction.

There is still plenty of room to grow within our boundaries and we will be able to meet the needs of future Kearns generations.  We have a unique and exciting history and look forward with great anticipation to what the future holds.

2023 Excellence in Concrete Award - Received from the Public Works department, recognizing our unwavering dedication to quality and innovation in infrastructure development. This new water tank stands as a symbol of our commitment to serving our community with the highest standards of water supply infrastructure.

2023 WaterSense Award for Excellence in Education and Outreach - To teach children about the importance of water conservation, Kearns Improvement District contacted fourth grade teachers from local elementary schools to present media films, short clips, and facts about how to check and report water leaks to their classrooms. Students who looked for leaks at home received a reward from Kearns, and 124 students participated in 2022! Each month, Kearns management attended Township and Community Council meetings to report on the progress of conservation efforts in the community. Kearns staff also participated in six community events and distributed information about WaterSense and available landscape conservation classes, grants, and water efficiency programs. Kearns also asked residents in the community to post signs in front yards that shared water-wise and WaterSense conservation tips.

2024 WaterSense Award for Excellence in Education and Outreach - We did it again! WaterSense recognized the Kearns Improvement District with the 2024 WaterSense Excellence in Education and Outreach award for their efforts in their award-winning creation of conservation messaging, promotion, community education, and outreach to the citizens that are served by the District (visit  www.KIDwater4UT.gov/conservation ).
