City of St. Johns 2021 Zoning Ordinance update

The City of St. Johns is in the process of updating the City Zoning Ordinance as a means to begin implementing the recently adopted Master Plan and Downtown Plan. Each parcel in the City is associated with a specific zoning district, which regulates various conditions for each parcel such as lot size, building setbacks, building height, and permitted land uses.

The following maps below provide more information on each zoning district in the City, and the parcels associated with them. As the City continues to update the Ordinance, these maps and associated content will be continually updated to reflect any changes.

R-1 Low Density Residential

It is the purpose of the R-1 District to encourage a predominance of dwelling structures located on individual parcels of land housing only one family or functional family. The requirements for this district are designed to protect and stabilize the essential character of these areas and to promote and encourage a suitable and safe environment for family life.

Dimensional Requirements

Minimum Lot Area: 22,000 sq. ft. (without public water/sewer); 7,500 sq. ft. (with public water/sewer)

Minimum Lot Width: 150 ft. (without public water/sewer); 75 ft. (with public water/sewer)

Minimum Front Yard Setback: 25 ft.

Minimum Side Yard Setback (each): 20 ft. (without public water/sewer); 10 ft. (with public water/sewer)

Minimum Side Yard Setback (total): 50 ft. (without public water/sewer); 20 ft. (with public water/sewer)

Minimum Rear Yard Setback: 35 ft.

Maximum Lot Coverage: 40%

Maximum Building Height: 30 ft.

R-2 Medium Density Residential

The R-2 District is applied to those areas within the city which are particularly suitable for a higher population density by virtue of location, present development, availability of public services, or traffic facilities. It is the purpose of the district to achieve the same character, stability, and soundness of residential environment as intended for achievement by the regulations in the low density residential district, but to allow higher density consistent with the historic development pattern of the neighborhoods.

Dimensional Requirements

Minimum Lot Area: 7,500 sq. ft. (without public water/sewer); 5,000 sq. ft. (with public water/sewer)

Minimum Lot Width: 75 ft.

Minimum Side Yard Setback (one): 10 ft.

Minimum Side Yard Setback (total): 20 ft.

Minimum Rear Yard Setback: 35 ft.

Maximum Lot Coverage: 45%

Maximum Building Height: 30 ft.

R-3 High Density Residential

It is the purpose of the R-3 District to achieve the same character, stability and soundness of residential environment as intended for achievement by the regulations in the medium density residential district. The only essential difference between the R-2 and R-3 Districts is that a higher density of population is permitted and a wider variety of building types will be permitted as a matter of right in the R-3 District. The district is applied to those areas within the city which are particularly suited for higher population density because of their central location, present high-density development, and high degree of public services and transportation facilities available.

Minimum Lot Size: 7,000 sq. ft. (without public water/sewer); 4,000 sq. ft. (with public water/sewer)

Minimum Lot Width: 75 ft.

Minimum Front Yard Setback: 10 ft.

Minimum Side Yard Setback (one): 10 ft.

Minimum Side Yard Setback (total): 20 ft.

Minimum Rear Yard Setback: 35 ft.

Maximum Lot Coverage: 55%

CBD Central Business District

The CBD District is designed to provide for a variety of retail stores and related activities, and for office buildings and service establishments which occupy the prime retail frontage in the Central Business District, and which serve the comparison, convenience and service needs of a consumer population well beyond the corporate boundaries of the city. The district regulations are also designed to provide for a centrally located major shopping complex, serviced by conveniently located off-street parking facilities and allowing safe pedestrian movement; but to exclude non-retail uses which typically require large areas of land or generate truck traffic.

Dimensional Requirements

No minimum lot area or minimum setback requirements.

Maximum Lot Coverage: 100%

Maximum Building Height: 35 ft.

GC General Commercial

The GC District is intended to accommodate those business activities that typically require large areas of land, may generate a large volume of motor vehicle traffic, may require large areas of off-street parking, and are potential obstacles to an efficient, convenient neighborhood service or central business district.

Dimensional Requirements

Minimum Lot Area: 10,000 sq. ft.

Minimum Lot Width: 100 ft.

Minimum Front Yard Setback: 25 ft.

Minimum Side Yard Setback (one and total): No side yard is required, but if one is provided it shall not be less than ten feet. If the lot is adjacent to a residential district then a side yard of at least 10 ft. is required.

Minimum Rear Yard Setback: No rear yard is required unless the lot is adjacent to a residential district in which case the required rear setback is the setback required by the adjacent residential zoning district.

Maximum Lot Coverage: 70%

Maximum Building Height: 35 ft.

MU Mixed Uses

The MU District is intended to cover an area north of the railroad right-of-way near the CBD. It is intended to serve as a buffer between the residential uses to the north and the commercial and industrial uses to the south and east.

Dimensional Requirements

Minimum Lot Area: 7,000 sq. ft. ; 4,000 sq. ft. (per dwelling unit for a multi-family development)

Minimum Lot Width: 75 ft.

Minimum Front Yard Setback: 10 ft.

Minimum Side Yard Setback (one): 10 ft.

Minimum Side Yard Setback (total): 20 ft.

Minimum Rear Yard Setback: 35 ft.

Maximum Lot Coverage: 60%

Maximum Building Height: 30 ft.

MC Municipal Center

The MC District is designed to provide for a variety of non-profit, municipal, religious, school and similar uses, which serve the citizens of the city. The MC District is intended to facilitate the development of the governmental and other non-profit functions, consistent with the aims of the people of the city as expressed in the Community Development Plan.

Dimensional Requirements

Minimum Lot Area: 6,000 sq. ft.

Minimum Lot Width: 60 ft.

Minimum Front Yard Setback: 50 ft.

Minimum Side Yard Setback (one and total): Side yards shall not be less than 1/4 the height of the principle building, but in no case shall be less than 10 ft.

Minimum Rear Yard Setback: 25 ft.

Maximum Lot Coverage: 60%

Maximum Building Height: 35 ft.

O Office

The O District is intended to facilitate the development of the highest standard of office and allied functions consistent with the aims of the people of St. Johns as expressed in the community development plan. It is, therefore, also intended that the site development requirements are essential to the purpose and are designed specifically to implement it.

Minimum Lot Width: 75 ft.

Minimum Side Yard Setback (one): 10 ft.

I-1 Industrial High Performance

The I-1 District is intended to accommodate industrial uses, uses directly serving industrial uses, and high tech and office uses. It is intended that uses in the I-1 District shall generate a minimum of noise, glare, odors, dust, vibration, air pollution, fire and safety hazards and emit no potentially harmful or obnoxious matter or radiation.

Dimensional Requirements

No minimum lot area or lot width requirements.

Minimum Front Yard Setback: 10 ft.

Minimum Side Yard Setback (one): 20 ft.

Minimum Side Yard Setback (total): 40 ft.

Minimum Rear Yard Setback: 35 ft.

Maximum Lot Coverage: 70%

I-2 Industrial Liberal Performance

The I-2 District is established to provide location and space for those activities which necessarily require extensive open storage of materials and goods and/or outdoor production, processing, cleaning, testing, or repair. To benefit those types of uses for which this district is designed, residential uses and most retail commercial uses are excluded from this district.

Dimensional Requirements

No minimum lot area or lot width requirements.

Minimum Front Yard Setback: 35 ft.

Minimum Side Yard Setback (one): 20 ft.

Minimum Side Yard Setback (total): 40 ft.

Minimum Rear Yard Setback: 35 ft.

Maximum Lot Coverage: 70%
