Welcome
The City Council, including six council members and the Mayor, is elected by citizens of Fremont. This unit adopts the City's budget and makes all major policy decisions. The City Council appoints a City Manager, who hires all City staff and manages the day-to-day business of the City. Advisory bodies work with the City Council and identify issues before the Council makes final decisions.
All residents are represented by a Council Member elected by their District and the Mayor is elected at-large by all city voters.

Biography
Mayor Raj Salwan was sworn in December 2024 as Fremont’s first Indian-American elected Mayor. As a proud Fremont resident, small business owner, and father of three children who attend Fremont Public Schools, Mayor Salwan has a vision for Fremont: a diverse city with cutting-edge infrastructure, greater housing affordability, expanded public safety resources, and thriving local businesses. He believes in leading Fremont toward a brighter future where every resident can achieve their own American dream.
Prior to becoming Mayor, he served in city government in various capacities for over 18 years and most recently helped support the development of the Warm Springs Innovation District. Mayor Salwan is also the representative for the City of Fremont on the Alameda County Transportation Commission and serves as the First Vice Chairperson for the California League of Cities East Bay Division. He studied biological sciences at UC Irvine, before earning his Doctor of Veterinary Medicine from Tuskegee University.

Councilmember Teresa Keng

Biography
Born and raised in Fremont, Councilmember Teresa Keng is the first Councilmember to represent North Fremont (District 1). With family roots in Taiwan, Hong Kong, India, China, and the United States, she embraces the diversity of all Fremont residents. She shares her authentic Taiwanese cuisine and rich culture with the broader Fremont community through her local family-owned business. Additionally, Councilmember Keng cares deeply about making local government and education accessible for all, particularly for children with special needs and disabilities, as she is the mother of two sons who are both on the autism spectrum.

Vice Mayor Desrie Campbell

Biography
While Vice Mayor Desrie Campbell grew up in Washington D.C., she knew she had found her forever home when she moved to Fremont in 1996. A lifelong public servant, she has served on various campaigns for local government in D.C., worked for a lobbying firm on Capitol Hill, sat on the Fremont Unified School District Board of Education for a decade, and assisted many community-based organizations, including OneChild, Ohlone College Foundation, and Educators on Mission. Elected to Fremont City Council in 2022, Campbell also now serves on the League of California Cities Community Services Policy Committee, advocating for reducing homelessness and increasing the supply of affordable housing. As a leader and mother to four sons, she’s deeply committed to improving the lives of all Fremont residents, bettering mental health, and building community partnerships.

Councilmember Kathy Kimberlin

Biography
For Councilmember Kathy Kimberlin, what stemmed from showing her young sons that every person can make a difference soon turned into a goal of improving the quality of life for established residents and newcomers to Fremont. As a resident of Fremont’s Centerville District for over 40 years, she is committed to fostering partnerships between diverse groups to create safe, inclusive, and culturally vibrant schools, communities, and business groups. Councilmember Kimberlin is also the co-founder of the Tri-City Non-profit Coalition, President of the Fremont Education Foundation, and Past President of the Centerville Business & Community Association. She is currently employed by the County of Alameda and serves as the Fremont Field Director for the Alameda County Supervisor, bringing resources to Fremont’s small businesses and non-profits, services for seniors to age well, resources for the unhoused, and health and medical care for the uninsured.

Councilmember Yang Shao

Biography
Yang Shao holds two strong passions: diversity and education. Originally from the Hefei, Anhui Providence of China, he moved to the U.S. in 1980 to earn his Master of Arts and doctorate degrees in polymer chemistry from Harvard University. Since moving to Fremont in 2003, he has worked in the biotechnology and biopharmaceutical industries and currently serves as the director of protein chemistry at LakePharma, Inc. Yang is dedicated to ensuring that at-risk and minority students are provided equitable learning opportunities. He frequently advocated for them through his previous role as president of the Fremont Unified School District Board of Education. Outside of City Council, he plays an active role in many organizations encouraging diversity and inclusion, including working for Citizens for Better Community and Music for Minors II.

Councilmember Yajing Zhang

Biography
A resident of Fremont for over 20 years, Councilmember Yajing Zhang began her public service in November 2020 as a trustee on the Fremont Unified School District (FUSD) Board of Education. Throughout her service, she was an advocate for quality education, campus safety, and student well-being, ultimately leading the reinstatement of the School Resource Officer (SRO) program alongside the Fremont Police Department in 2021. She continued her service as President of the FUSD Board of Education, and she championed a $919 million dollar obligation bond to renovate school campuses in 2024, ensuring generations of Fremont students have a brighter future. As a Fremont City Councilmember, her priorities include ensuring public safety, expanding affordable housing, supporting local small businesses, and fostering a thriving, vibrant community while remaining a strong advocate for quality education and workforce development programs to empower future generations.

Councilmember Raymond Liu

Biography
Not only was Councilmember Liu born and raised in Fremont, but he is now the youngest person to be elected to Fremont’s City Council. Deeply connected to the area, his upbringing in Fremont has shaped his commitment to public service and advocacy for the community. As a proud representative of District 6, Councilmember Liu strongly believes in the power of collaboration and aims to make Fremont a better place to live, work, and play. He is committed to working with community members, local organizations, and his fellow City leaders to increase the City’s sense of community and create opportunities for both local businesses and residents. He serves on the board of nonprofits including Citizens for Better Community, where he helps promote civic engagement and supports local causes. A product of Fremont’s public education system, Councilmember Liu has associate degrees in math, natural sciences, and computer science and a bachelor’s degree in computer science.
