PLTGU Jawa-1 has received substantial financial support from various multilateral development banks. Among the donors of this project are the Asian Development Bank (ADB), Japan Bank for International Corporation (JBIC), and Nippon Export for Investment and Insurance (NEXI), with a total project value of USD 1.8 billion.

Furthermore, the planning and execution processes of PLTGU Jawa-1 have been criticized for disregarding the human rights and democratic aspirations of the individuals engaged in the development endeavor. INDIES emphasized how the project posed potential risks due to land grabbing, loss of livelihoods, environmental degradation, health risks, and a lack of transparency and democratic participation in project design, planning, and implementation. With this, farmers, fisherfolk, women, children, and the youth bear the brunt of these adverse impacts.

This campaign garnered support and solidarity from various stakeholders, including the local community, members of civil society organizations (CSOs), and students from the University of Indonesia. Together, they took part in a rally to expose the cases and highlight the demands of the community.

In the report, INDIES emphasized the need for ADB to respond to their recommendations and undertake a thorough review of the actual conditions affecting the community and environment. In response to this, the representative from the ADB Safeguard Policy Team demonstrated keen attention to the report and assured that they would thoroughly examine and address the recommendations.
