R100 Evaluation

The Scottish Government is undertaking an evaluation of the Reaching 100% Programme (R100).

R100 is a Scottish Government Programme which aims to extend 'superfast' broadband (or quicker) to 100% of premises across Scotland.

There are three publicly funded strands to R100:

  • R100 main contract through which Superfast (or quicker) broadband is delivered to properties as part of a rolling programme of improvements
  • R100 Scottish Broadband Voucher Scheme (SBVS) through which funding of up to £5,000 per property is available to help homes and businesses not in scope of either the main R100 contract or planned commercial investment to obtain superfast broadband. To access the voucher scheme property owners must contact registered suppliers who then apply for the voucher on their behalf.
  • Interim Voucher Scheme (IVS) through which funding of up to £400 per property (with an additional £250 available for those in the most challenging areas) was available for properties which were scheduled to receive broadband via the main contract but delivery was scheduled for some years in the future. The IVS was therefore offered as an interim solution.

In addition to these publicly funded activities, ongoing commercial coverage forms the final strand of the R100 programme.

The evaluation aims to understand whether and how households and organisations / businesses have benefited from the publicly funded strands of the programme.

To help facilitate this, we are undertaking surveys of households and organisations / businesses who:

  • Are scheduled to receive broadband access via R100 but have not yet been connected
  • Have been provided with broadband access via R100 and have taken up the connection
  • Have been provided with broadband access via R100 but have not taken up the connection

While the R100 programme covers all properties in Scotland, the surveys cover specific properties which fall into one of the above three categories; they do not cover properties which have received, or are scheduled to receive, a connection commercially.

Surveys

Two surveys have been produced. One aimed at residential properties, and one aimed at organisations / businesses

Resident Survey:

The Resident Survey should be completed by one member of each household on behalf of the whole household (unless otherwise stated) and ideally, this should be the person responsible for organising the broadband connection. The survey can be accessed by clicking the button below:

Organisation / Business Survey:

The Business Survey should be completed by an appropriate person on behalf of the business. The survey can be accessed by clicking the button below:

Each survey should take around 10-15 minutes to complete.

You must be 16 or over to complete the surveys.

The closing date for the surveys is 1st May, 2025.
