Public Consultation

Introduction

The purpose of the following public consultation material is to present the proposals for a new and improved street environment on Meadowhead Road.

North Lanarkshire Council are proposing to improve Meadowhead Road and create a safer space for walking, wheeling and cycling. The proposals include:

  • An improved shared use path along the northern side of Meadowhead Road
  • Junction improvements to the Glencleland Road, Flaxmill Avenue and Wingate Street junctions
  • Speed control measures
  • Resurfacing of the road and footways
  • Improved street lighting
  • Improved road drainage

Proposals

Meadowhead Road has been split into 5 sections for easy viewing of the proposals. These sections are as follows:

  • Craigneuk Street to Carfin Road
  • Carfin Road to Rosebay Drive
  • Rosebay Drive to Glencleland Road
  • Glencleland Road to Flaxmill Avenue
  • Wingate Street to Wishawhill Pumptrack

Traffic Calming Measures

Speed tables, or flat-top humps, are proposed at intervals along Meadowhead Road to help control vehicle speeds and encourage a maximum average speed of around 20mph. The speed tables will be the full width of the road, from kerb to kerb.

A mini-roundabout is also proposed to replace the existing junction arrangement at Carfin Road and is intended to slow vehicle speeds on Meadowhead Road, and improved junction efficiency in this location. Hatched road markings on the appraoch to the roundabout will guide motorists around.

Improved Shared Use Path

The existing footway along the northern side of Meadowhead Road, between Wellington Street and its eastern termination, will be widened where necessary to create a shared use path suitable for walking, wheeling and cycling.

This will be acheived by widening the footway into the road, whilst maintaining the two traffic lanes, on-street parking and existing driveway accesses. The shared use path will be up to 3.0m wide.

The shared use path will provide greater connectivity to the area's proposed active travel network. This network is pictured in the 'Connecting the Area' section of this site. It will connect Craigneuk with Ravenscraig, Wishaw General Hospital and the train stations. More locally, cycling will be easier and safer for children to access Berryhill Primary School & Nursery and Wishawhill Pumptrack.

Junction Improvements

The junctions along Meadowhead Road with Glencleland Road, Flaxmill Avenue and Wingate Street will be improved. Kerb build-outs will be added to enhance pedestrian safety, providing shorter crossing distances, and the narrowed road entry will ensure vehicles slow down coming in and out of these streets.

Dropped kerbs will also be provided at each crossing location.

Road and Footway Resurfacing and Improved Private Access

The road and footways of Meadowhead Road will be resurfaced to enhance surface quality and safety for walking, wheeling and cycling. Existing dropped kerbs at private accesses will be retained and new formal accesses will be installed where appropriate.

Existing areas of car parking will be retained and no changes are proposed to bus operations.

Improved Street Lighting

New lighting columns with new energy efficient LED street lights will be installed. This will improve the overall lighting coverage, resulting in a safer and more pleasant environment.

Connecting the Area

In North Lanarkshire, and Scotland as a whole, there is a drive to increase levels of walking, wheeling and cycling. The Council, through the  Active Travel Strategy , is committed to providing suitable infrastructure and facilities to make travel in this way easier and more attractive.

The shared use path along Meadowhead Road is part of this strategy and will connect to a wider network to allow for travel between Craigneuk, Ravenscraig, Wishaw General Hospital and the local train stations. Motherwell and Carfin will also be linked by the wider proposals.

Next Steps

The public consultation for the Meadowhead Road Active Travel & Road Safety Improvements is open between 26th September and 30th October 2022. After this, the Council will review the feedback received and provide an update on the outcomes of consultation.
