Silverdale Recycling & Garbage Facility Improvement Project

This facility redevelopment project will improve the Silverdale Recycling and Garbage Facility at 8843 NW Dickey Road, Silverdale, WA.

Current Operations

The Silverdale Recycling and Garbage Facility (RAGF) provides opportunities for residents and small businesses to dispose of municipal solid waste (MSW), recyclable materials, and limited household hazardous waste (HHW) for proper disposal.

The existing facilities at Silverdale RAGF include an attendant building, three refuse sheds, a recycle area, a limited HHW area, and an area for appliances (white goods).

Limited HHW is accepted, including used motor oil, spent antifreeze, household and vehicle batteries, and compact fluorescent lamps. Separated sharps and cooking oil are also collected.

Fees are visually assessed by County staff at the attendant building based on the volume of MSW material and number of appliances being received. Recyclables, including limited HHW material, are free of charge. Customers typically consult with the attendant staff and are then directed to the appropriate service area or areas. An additional County staff member is typically stationed in the refuse receiving area to direct and assist customers.

Traffic circulation

As the County has improved and expanded the level of services provided at Silverdale RAGF over the years, and as the number of customers and volumes of material received has increased, the facility has encounter challenges to traffic circulation and capacity. County-contracted haulers currently access the recycle, limited HHW, and white goods areas, and intermingle with customer traffic. Containers are exchanged and/or materials are collected for delivery to offsite processing facilities.

When the new attendant facility is completed, and for the foreseeable future, all inbound customers will stop at the attendant facility thus requiring a transaction time for all customers. Garbage-only and garbage-plus-recycling customers will have their loads assessed and will make payment at this point.

Status Updates

December 2024

We are currently gathering required permits and preparing for a competitive procurement process to select construction services.

August 2024

After many delays and extensive design, the Silverdale Recycling and Garbage Facility redevelopment project is proceeding to 100% Design. We have submitted building permits to the Department of Community Development (DCD) and will submit remaining site permits to DCD in Third Quarter 2024. The State Environmental Policy Act (SEPA) process will be conducted, and a Site Development Permit and Administrative Conditional Use Permit (ACUP) are being processed.

This project has been delayed by power easement issues, complexities related to Critical Aquifer Recharge Areas, stormwater management and drainage needs due to location, changes to regulations and requirements, and comprehensive design to address the needs of a complex site location. The project is now scheduled to be completed in December 2026.    

September 2023

Project is at 90% design completion. At this stage, designs have been modified to improve stormwater management, traffic flow, access and structural elements. Once the design reaches 100% completion, the project will route through final steps of permitting. Design completion is expected by the end of the year. Construction is now expected to begin in the second half of 2024.

October 2022

Project is at 60% design completion. At this stage, plans and specifications are closely reviewed for expectations and objectives, site-specific conditions and needs, constructability, permit requirements, and value engineering. After the 60% review, the plans will be submitted for required permitting. Construction is now expected to begin in late 2023.

May 2022

Project is at 30% design completion. Multiple County departments and divisions met to review the site conditions for critical areas, stormwater management, traffic and other considerations. Parties had the opportunity to ask questions and raise considerations for revisions in the design. 

November 2021

Construction is expected to begin in the summer of 2023. The facility should remain open during most of the construction phase. Any closures needed will be minimized.
