Comox Avenue & Stewart Street Intersection CLOSED July 11 & 12 For Paving Work
COMPLETE
The intersection of Comox Avenue and Stewart Street in the Town of Comox will be closed July 11 and July 12, 2024, 7:00 am – 7:00 pm for paving work.
The intersection will be closed to all vehicles except for emergency vehicles.
Please avoid this intersection for the duration of the closure and use signed detour routes.
Pedestrian access to residences will be maintained.
Work will continue up Stewart Street. Properties on Stewart Street, Alder Avenue and Arbutus Avenue will receive notices from Wacor about when residents can expect limited access due to paving.

Comox Avenue and Stewart Street Intersection
COMPLETE
Work continues at the Stewart Street and Comox Road intersection. Wacor is replacing some storm sewer within the intersection that was identified for replacement as part of the construction project. Wacor is also installing curb and gutter along Stewart and preparing paving along Stewart
This work will impact traffic and will require single-lane alternating traffic along Comox Avenue, beginning the week of June 24, 2024.
It may also require detours near and around this intersection which may move depending on the work being completed. Please allow extra time for travel and follow all posted signage and detours.
Effective May 1 until further notified BC Transit Comox Exchange turnaround will be via Pritchard Road while work proceeds along Stewart Street.

Stewart Street between Comox Avenue and Balmoral Avenue

-Full road closures for through traffic. -Notice will be given by the contractor 14 days in advance of restrictions to driveways along Stewart Street. -Access will be provided at all times to all multi-family complexes, as well as residences on Alder Avenue and Arbutus Avenue. -Pedestrian access at all times. -Temporary closure to tennis courts parking lot along Stewart St. -Prior to construction, details regarding garbage and recycling collection will be provided by the contractor. -Emergency vehicle access unrestricted. -Effective May 1 until further notified BC Transit Comox Exchange turnaround will be via Pritchard Rd.

As part of the sewage conveyance forcemain, six air release valves will be installed within the Town of Comox.
Air release valves are critical on forcemains to prevent airlocks during operation. The kiosks are sealed units, and any air released is directed back into the gravity sewage collection system preventing any odour concern.
The kiosks measure 1.67m high, 1.24m wide, and 0.9m deep (5’6’’ x 4’ x 3’).
After construction, the CVRD will work with the Town of Comox on custom wraps to minimize visual impacts.

Construction on Balmoral Ave. east of Pritchard Rd. is began July 18.
Construction will be crossing Donovan Drive August 12, 2024.
Please follow all detour routes. Going to or coming from Goose Spit, please follow the detour of Noel Ave. to Torrence Rd.
Full road closure during construction hours 7 am to 8 pm. Single lane westbound direction only after construction hours.
Vehicle access to Marida Pl. and the multi-family residential complex, Spinnaker West, will be at all times.
Pedestrian access at all times.
Emergency vehicles unrestricted.
BC Transit schedule changes will be in effect as of April 1st once construction begins.

Partial Closure Balmoral Ave. August 19- 21 Donovan Dr. to Torrence Rd.
What to Expect: CLOSED 24 HR/DAY
The road closure is required to accommodate the installation of the sewer forcemain pipe in the area of the Brooklyn Creek bridge.
Residents of Balmoral Avenue and emergency services will be provided access.
Please allow extra time for commuting and follow posted detour routes. Please obey speed limits and the directions of the traffic control personnel.

Brent Road
What to Expect
When: August 6 - August 29
Full road closure of Brent Rd for through traffic. Local access only. Notice will be given by the contractor in advance of restrictions to driveways. Pedestrian access at all times. Emergency vehicle access unrestricted. Residents with private waste collection, please follow these guidelines:
Clear Labeling: To facilitate smooth handling and return of bins, please ensure that all bins are clearly labeled with your home address.
Placement of Waste Bins: During periods when roads are fully closed, residents are required to place their bins at the end of their driveway 7:00 am on scheduled pickup days.
Collection by Crews: Contractor crews will retrieve the bins and bring them to a central location outside the road closure area (Lazo Rd.) for collection by the waste management trucks.
Return of Bins: Following collection, bins will be returned to their respective driveways by the end of the day.

The kiosk are sealed units, and any air released is directed back into an underground chamber complete with a carbon filter on the lid preventing any odour concern. The installation of the air release valve is a crucial component of the sewer system as they prevent airlocks during operation. This kiosk measures 1.67m high, 1.24m wide and 0.9m deep (5’6’’ x 4’ x 3’). Installation of the kiosk is expected to be in the spring of 2025.

Curtis Road Detour
What to Expect
Completed
When: August 8 - August 29
For the duration of the Brent Road Closure, traffic, including Brent Road residents and access to the Comox Valley Water Pollution Control Centre, will be detoured along Curtis Road, through the fire gate and along the maintenance access road.
There will be a temporary increase in traffic on Curtis Road.
Sewage hauling trucks, delivery trucks and local resident traffic will be using Curtis Road as the approved detour route. Traffic control personnel will be positioned on Curtis Road for safety.
Please allow extra time for commuting, follow posted speed limits and obey all the directions of the traffic control personnel.

Torrence Road
What to Expect
When: Estimated start, September 3.
Intersection closures is required. Access to Hawkins and Croteau roads maintained at all times.
Pedestrian access to residences and businesses at all times.
Emergency vehicles unrestricted.

Lazo Marsh Crossing/Knight Road Detour
The dryer season of August and September are advantageous for the construction of the sewer forcemain that will cross over the marsh along Lazo Road.
What to Expect
Brent Rd/Lazo Rd Intersection: August 26 - 28 Lazo Road: August 29 - October 16
Pipe installed within existing roadway.
Rolling one to two block closures; single lane alternating when full closure not required.
Knight Rd detour in effect to ensure access to residences maintained.

Air Management Point
At the corner of Beckton Drive and Lazo Road, a piece of critical infrastructure will be installed called the Air Management Point.
Key Points:
-This site includes continuous air release through an activated carbon scrubber, which removes odorous gas to a level of 0.1 parts per million of H 2 S (Hydrogen Sulfide).
-This site includes a fan which will have custom acoustic enclosure to minimize noise, designed to achieve a maximum sound intensity of 45 dB (decibels), similar to the fridge in your house.
-Approximate maintenance schedule: Routine maintenance twice per year, including examination and testing of carbon scrubber. Carbon media within the scrubber will be replaced every two years.
-The infrastructure is recessed into slope to reduce height.
-Concrete fencing will surround the infrastructure to hide and help reduce noise.
-Maintenance access from the new Lazo Mulit-Use Path.
-Installation of the kiosk is expected to be in the spring of 2025.

Lazo Road - Torrence Road to Brent Road

One to two rolling block closures.

Air Valve Release Kiosk
Due to topography, air valves required along length of pipe to air to vent in/out during fluctuating flows.
Kiosks will be installed along entire length including along Lazo Rd. The unit being installed at this location is for continuous air intake only. There will be no air discharged and no risk of odour. The installation of the air intake is a crucial component of the sewer system. The kiosk measure 2.3 meters tall x 2.8 meters wide and 1 meter deep. There are two pipes which will protrude from the sides at the top of the kiosk (to intake air only). Installation of the kiosk is expected to be in the spring of 2025.

Due to topography, air valves required along length of pipe to air to vent in/out during fluctuating flows. Kiosks will be installed along entire length including along Lazo Rd. The unit being installed in this location is for emergency air intake only. The air intake is designed to only operate when there is the risk of negative pressure in the sewer forcemain pipe. There will be no air discharged at this kiosk and no risk of odour. The installation of the air intake is a crucial component of the sewer system. The kiosk measures 4 feet tall x 3 feet wide. Installation of the kiosk is expected to be in the spring of 2025.

In August 2024, after the BC Long Weekend and Nautical Days activities, construction will begin along the length of Beaufort Ave. from Jane Pl. to Rodello St.
What to Expect
Rolling one to two block closures.
Vehicle access to boat launch and marina maintained between May and October.
Pedestrian traffic maintained to all residences, businesses and public library.

Town of Comox surface works between Church and Wilcox streets (see images above).

As part of the project there are several roadway improvements that are also planned, which are intended to greatly improve traffic circulation in the Town of Comox. These upgrades include a new roundabout located at the intersection of Comox Ave. and Rodello St. within the Town of Comox.

Glacier View Drive Roundabout
As part of the project there are several roadway improvements that are also planned, which are intended to greatly improve traffic circulation in the Town of Comox. These upgrades include a new roundabout located at the intersection of Glacier View Dr. and Comox Ave.

New Courtenay Pump Station (CPS)
Starting June 1, 2024, work will begin at the site of the new CPS.
What to Expect
Work will be off Comox Rd. Minimal traffic disruptions.
Watch for traffic flaggers and temporary pedestrian crossing lights on location.

Commencing January 2025 for approximately 9 months (fall 2025) sections of Comox Rd. will be worked on.

What we are building
Comox Valley Sewer Conveyance Project
The purple line represents the new sewer forcemain route inland. The Comox Valley Regional District is also constructing a new seismically resilient Courtenay Pump Station and upgrading the
The Comox Valley Sewer Conveyance Project will route sewer pipes from the foreshore further inland where they will no longer be vulnerable to damage by waves, rocks and logs. This project is key to protecting the coastline, resolving environmental risk and preparing for future growth. This is a significant and complex infrastructure undertaking that starts at a new Courtenay Pump Station and moves through K’ómoks land, downtown core of the Town of Comox and easterly along Lazo Road to the Comox Valley Water Pollution Control Centre (Sewage Treatment Plant) on Brent Road. The CVRD is working with many jurisdictions and partners to deliver this project smoothly and efficiently and to minimize impacts where we can.
The project will be constructed over a 30-month period, approximately, with the first phase involving works in the Town of Comox and sections of Electoral Area B throughout 2024. The second phase of the project will commence in 2025 and entails construction along Comox Road that passes along K’ómoks IR1 to the top of Comox Hill and along Comox Avenue to Rodello St. Upgrades to the K’ómoks and Town of Comox pump stations will also take place in 2025.
Work will be divided into four construction zones in 2024, each with distinct traffic impacts. Within the Town of Comox, work will be completed in three phases and will require sections of roads to be impacted more than once:
- Storm and watermain replacement
- Sewer forcemain installation
- Surface improvements, paving and roundabouts (extending into 2025 and 2026)
Details pertaining to the 2025 construction schedule and traffic plan are under development and will be presented to the community in fall 2024 to prepare residents, businesses and commuters in advance of construction.
