This property, once a defunct gas station, is now a bustling brewpub on the west edge of OKC's new Scissortail Park. Social Capitol's menu features 120 draft beers, a full wine and cocktail list, street tacos, salads, charcuterie, and house-made ice cream.  And during a concert, the views are unbeatable!

ASSESSMENT AND CLEANUP

In May of 2016, SCS Engineers prepared a Phase I report on this property on behalf of the City of Oklahoma City.

RECs included potential impacts from the property's past as a gas station and autobody shop.

In November of 2016, Stantech performed the UST removal and Limited Phase II Environmental Site Assessment for Harold's Inc.

The product lines were also removed.

In December of 2016, Pensco Trust Company LLC bought the property for $200,000.

Contaminant levels in the Phase II report led the OCC Petroleum Storage Tank Division to open a release case in November of 2016.

Monitoring and remediation on this property was 99% paid for by the OCC Petroleum Storage Tank Indemnity Fund.

Case closed!

On September 30, 2020, the OCC PSTD issued a closure letter for this case. On October 1, 2020, the OCC Brownfield Program issued their certificate.

REDEVELOPMENT

In July of 2019, OCC Brownfield Program staff got a special tour of the in-progress building:

It was the hosting location for KSU TAB's social at the 2022 National Brownfields Conference in Oklahoma City! It was even visible from the OKC Convention Center's beautiful observation deck.

RETURN ON BROWNFIELDS INVESTMENT:

  • EPA funds used: ~$1,500 for Phase I ESA by OKC's EPA Assessment Grant + ~$1,100 in staff time from OCC oversight = ~ $2,600
  • Non-EPA funds leveraged: ~$1,453,000 for redevelopment, $136,822 for OCC Petroleum Storage Tank Indemnity Fund = ~ $1,589,822
  • BROWNFIELDS ROI: $611.47 leveraged for every $1 of Brownfields funds

  • 8/7/2018 - OCC Brownfield Program's First Contact with Applicant
  • 12/18/2018 - Program Application Submitted
  • 1/9/2019 - Site Enrolled in Program
  • 9/2020 - Site closed through OCC PSTD
  • 10/2020 - Site issued Brownfields Certificate
