Project Purpose

  • Improve motorist, pedestrian, and bicyclist safety.
  • Accommodate future traffic volumes.

Project Description

Widen Franklin Road, between McDermott Road and Black Cat Road, to two travel lanes in each direction with a continuous center turn lane and medians where appropriate.

Raised medians will be located within the center lane in areas where they do not restrict access from public streets and/or driveways.

Center medians are a raised portion of the roadway separating opposing directions of traffic and can provide traffic calming, aesthetic benefits, access management, and increase overall safety.

Construct a 10-foot, multi-use pathway on both sides of Franklin Road.

Improve and construct headwalls and irrigation pipes at the crossings of Perkins and Rosenlof Drains.

Improve the intersection of Franklin Road and McDermott Road by adding additional through lanes and turn lanes and installing a signal to help with the predicted increased traffic volumes that will come as a result of the  Idaho Transportation Department’s State Highway 16 improvements project.

Multi-Use Pathways

ACHD‘s Roadways to Bikeways Master Plan calls for more robust bike facilities along this type of roadway.

Multi-Use Pathways:

  • Are two-way facilities meant to accommodate both pedestrians and bicyclists of a wide range of ages and abilities.
  • Provide more space between motorists and those walking and biking, which increases safety.
  • Are used on roads with higher speeds and traffic volumes.
