Existing Conditions

These two dams were no longer in compliance with ODNR regulations. Also, they provide regional stormwater volume control, therefore the City requested and obtained a NEORSD grant to improve flood storage.

The design team reviewed multiple options for resolving the compliance regulations with ODNR. Those alternatives were discussed with the public during two public input sessions in 2021.

Lower Lake Drain

The existing lower lake drain included a valve that could lower the lake. However this drain controls will need to be reconstructed to the new spillway location.

S. Oviatt Street

ODNR dam regulations have changed to make our dams safer. Unfortunately the current dam - S. Oviatt Street - does not comply with the new dam safety standards. Therefore the proposed design would install a new dam and spillway east of S. Oviatt Street. S. Oviatt Street would not be modified.

Upper Lake Spillway

The Upper Lake underflow connections would remain (shown) and a new spillway would be created. The current spillway from the Upper to Lower pond does not comply with the new ODNR dam regulations.

Lower Lake Dam New Embankment

As part of bringing these dams into compliance with the new ODNR laws, a new earthen embankment would be installed east of S. Oviatt Street.

Upper Lake Dam New Spillway

The new spillway will provide ODNR compliance for the existing dam between the Upper and Lower lakes. The new spillway will be made of rocks with plantings.

Increased Upper Lake Volume

As part of the grant agreement with the Northeast Ohio Regional Sewer District (NEORSD), the Upper Lake will be dredged to provide additional regional flood storage volume. This will increase the safety of emergency vehicles along Ravenna Road during extreme rainfall events.
