Florida Congressional Districts

2016-2022: FLCD2016

The Florida Legislature did not enact a Congressional plan after the Florida Supreme Court invalidated the Congressional plan enacted in 2014. See League of Women Voters v. Detzner, 172 So. 3d 363 (Fla 2015) (“Apportionment VII”). The Florida Supreme Court then ordered the adoption of an alternative plan on December 2, 2015. See League of Women Voters v. Detzner, 179 So. 3d 258 (Fla. 2015) (“Apportionment VIII”). The Congressional plan is posted to this site as Plan FLCD2016 and is being used for elections from 2016 to 2022. The plan was previously referred to as Plan SC14-1905.

2014: H000C9057

In response to the Circuit Court order in Romo v. Detzner Consolidated case nos. 2012-CA-412 and 2012-CA-490, a revised Congressional plan was passed by the Senate and the House on August 11, 2014, and were signed into law by the Governor on August 13, 2014. See Romo v. Detzner (2014) WL 4098545 (Fla.Cir.Ct) (Trial Order) and S.B. 2-A (2014). The Congressional plan posted to this site as Plan H000C9057 was never used in any elections. See League of Women Voters v. Detzner, 172 So. 3d 363 (Fla 2015) (“Apportionment VII”).

2012-2016: FLCD2012

The 2012 Congressional districts were passed by the House on February 2, 2012 and by the Senate on February 9, 2012, and were signed into law by the Governor on February 16, 2012. See SB 1174 (2012). The Congressional plan posted to this site as Plan FLCD2012 was used for elections from 2012 to 2016. The plan was previously referred to as Plan H000C9047.

2002-2012: FLCD2002

The 2002 Congressional districts were passed by the Senate and the House on March 22, 2002, and signed into law by the Governor on March 27, 2002. See HB 1993 (2002). The Congressional plan posted to this site as Plan FLCD2002 was used for elections from 2002 to 2012. The plan was previously referred to as Plan S19C0017.

1996-2002: FLCD1996

The United States District Court ruled the 1992 Congressional plan invalid and ordered the Legislature to draw a revised plan. See Johnson v. Mortham, 926 F.Supp. 1540 (N.D.Fla. 1996). New districts were passed by the House on April 30, 1996 and by the Senate on May 2, 1996, and were signed into law by the Governor on May 21, 1996. See HB 2745 (1996). The Congressional plan posted to this site as Plan FLCD1996 was used for elections from 1996 to 2002. The plan was previously referred to as Plan 412 or as PUBC0000.

1992-1996: FLCD1992

The Legislature did not enact a Congressional plan during the 1992 Legislative Sessions. The United States District Court ordered a new Congressional map on May 29, 1992. See DeGrandy v.Wetherell, 794 F.Supp.1076 (N.D.Fla. 1992). The Congressional plan posted to this site as Plan FLCD1992 was used for elections from 1992 to 1996. The plan was previously referred to as Plan 309.

The 1982 Congressional districts were passed by the Senate and the House on May 21, 1982, and were signed into law by the Governor on May 23, 1982. See HB 1-G (1982). The Congressional plan posted to this site as Plan FLCD1982 was used for elections from 1982 to 1992.
