Village of Cape Vincent New York Forward
Purpose
The purpose of the Online Project Gallery is to present the details of proposed projects that are currently under consideration by the Local Planning Committee (LPC) for inclusion in the Strategic Investment Plan (SIP). Projects that are ultimately recommended for inclusion in the SIP will be eligible to receive State funding through the NY Forward program.

NYF Program Overview
New York Forward was launched in 2022 and serves as a central component of the State's economic development efforts, working together with the Downtown Revitalization Initiative (DRI), to accelerate and expand the revitalization of New York's downtowns. NY Forward supports smaller communities with historic character that distinguishes them from the larger, more urban central business districts typically funded through DRI. NY Forward communities are walkable, less dense areas that serve the immediate local community, and are more local in nature - focusing on the immediately surrounding residential or rural agricultural centric development. Through the NYF program, these smaller downtowns will receive planning and project implementation support needed to attract more businesses, residents, and visitors, while also providing a higher quality of life for all residents.
The NYS Department of State (DOS) administers the NYF program in close coordination with NYS Homes & Community Renewal (HCR), Empire State Development (ESD), and New York State Energy Research and Development Authority (NYSERDA).
In the first year of the NYF program, each of the State’s 10 Regional Economic Development Councils had the option of nominating two communities for $4.5 million NYF awards or three communities, one of which will receive $4.5 million and two that will be awarded $2.25 million. NYF funds are also used to provide robust capacity-building and technical assistance directly to communities throughout each phase of the program.
The Village of Cape Vincent will receive $4.5 million in funding as one of the North Country’s recipients of NY Forward funding!

The Local Planning Committee (LPC) includes local and regional leaders, stakeholders, and community representatives. Mayor Jerry Golden and Erika Flint of the North Country Regional Economic Development Council are the Cape Vincent LPC Co-Chairs.

VILLAGE OF CAPE VINCENT NYF BOUNDARY
The NY Forward boundary in Cape Vincent is formed by Market Street, on its western edge, extending along the Broadway/NY-12E corridor to the east as far as Esselstyne Street. The boundary stretches northward along Market Street and Esselstyne Street as far as the St. Lawrence River.

All-Season Destination: Build on Cape Vincent’s reputation as a walkable first-class destination for recreation, cultural events and the arts.
Welcoming Gateways: Bolster a strong sense of place in Cape Vincent by enhancing land and water entry points to the community.
Quality of Life: Encourage future business growth to expand the range of services, amenities, and employment opportunities available to current and prospective community members, while maintaining the atmosphere and charm that make Cape Vincent a great place to live.
Natural Environment: Celebrate Cape Vincent’s unique location on the St. Lawrence River and Lake Ontario, ensuring the sustainability of those and other important environmental resources that provide the foundation for local life and the economy.
Project Selection
A Call for Projects was issued in June 2023. A total of 25 projects were received for consideration. Through a series of LPC meetings, public engagement, and rigorous project evaluation, the LPC has identified 13 projects for potential recommendation for NYF funding. Several factors are taken into consideration, including but not limited to: consistency with NYF goals, project readiness, sponsor capacity, leveraged funds, and transformative potential.
