About MCAP

The Montebello Community Assistance Program (MCAP), is a field-based outreach program that serves a wide-range of individuals with multiple medical complexities, facing multiple conditions that impact their quality of life, such as compromised health conditions, homelessness and behavioral health conditions. The program is staffed by a Firefighter/Paramedic, Social Work Coordinator, Field Based Case Manager and Housing Navigator.

Individuals in Montebello experiencing homelessness often rely heavily on the City's Fire-based Emergency Medical Services system as their primary care for nonemergency situations. The Fire Department determined it was not equipped with the necessary tools to respond to crisis situations related to homelessness, and therefore began exploring long-term solutions and the Montebello Community Assistance Program was born.


MCAP's purpose is to assist both Fire and Police personnel in situations where alternative intervention and support can be provided without the need for enforcement, emergency medical or other critical resources, thereby freeing up these services for other high-priority needs.

MCAP Engagement

MCAP team encounters people experience homelessness through fire dispatch, street outreach, or direct referrals from the community and city staff.

MCAP team provides a wide range of services in the field including Medical, Mental health, Case Management, Substance Abuse, and Housing Navigation.

The MCAP team meets individuals where they are experiencing homelessness in the City of Montebello in order to provide intensive case management, biopsychosocial, and other supportive social services.

Operation Stay Safe

In partnership with the SGVRHT and SGVCOG, Operation Stay safe will be providing bridge housing, a temporary placement, while connecting clients to permanent housing.

  • 30 tiny home units with a local preference for Montebello community members experiencing homelessness.
  • The site will be operated by a supportive services provider and will provide case management and connect clients to healthcare, job training, and additional services.
