Housing land Audit - 2019-20 Update

This is our storymap presentation of North Ayrshire's 2020 Housing Land Audit. It provides a snapshot of the housing land supply as of 1 April 2020.

The Housing Land Audit monitors housing sites with a capacity of four or more new houses and identifies and quantifies the land available for housing in North Ayrshire.

You can explore the housing sites in North Ayrshire by clicking on, zooming-in, and moving around the map opposite (hold the shift key and drag a box with the left mouse button to zoom in on a specific area). The home symbol will take you back to the original view and the + and - symbols zoom in and out. If you click on the blue circle at the bottom left a legend will appear. Clicking on the button at the top right will expand or contract the map area.

You can also search for a site using the search facility. Click on the magnifying glass symbol and type an address, postcode or Site Reference No. if you know it.

The housing sites that make up our established supply are shown outlined in red. Sites that were completed in the year 2019-20 are shown in yellow with a green outline. Sites that have been removed from the supply this year are shown in blue with a blue outline.

Clicking on a site will 'pop-up' information about that site including the reference we have allocated it, the site’s capacity, the number of houses completed and future programming.

Completions

Completions for 2019/20 have remained steady at 399 completions, aligning with last year’s completion rate in 2018/19 of 410 completions, demonstrating a sustained upturn in market conditions and confidence within the North Ayrshire Housing Market. 

There was a total of 158 sites as of 1 April, and 77 of these are considered effective and will deliver new homes in the next 5 years.

There were 33 active sites, 6 sites were completed and there have been 11 new sites added to the supply accounting for a potential 1079 new homes.

The 6 completed sites contributed a total of 156 new homes. Of these sites, 3 were delivered by the private sector totalling 18 new homes (9 in 2019-20) and 3 were delivered through the Strategic Housing Investment Programme (SHIP) which has seen the delivery of 138 affordable new homes (all 2019-20).

The 33 active sites, as at April 2020, accounted for 252 of the 399 completions in total during 2019-2020.

Planning Applications

In total, 892 new homes were granted planning permission via planning applications in 2019/20. This figure does not include the two new sites included as part of the Council’s SHIP (Bourtreehill and Sharphill Phase 5) which could deliver another 100 new homes subject to obtaining the relevant consents. Of the 892 homes approved in 2019/20, 590 of the new homes will be delivered from the Woodfarm, Kilwinning (198 units) and Mayfield, Saltcoats (392 units) LDP2 allocations. Meaning 302 new homes were approved from planning applications not associated with LDP2 housing release sites.

In addition to the 892 new homes approved via the normal planning application route, approximately 170 new homes have been granted consent via Scotland’s first housing Simplified Planning Zone (SPZ) in December 2019.

Programming

In the last year’s 2018/2019 Housing Land Audit we programmed, based on market intelligence and HLA data analysis, that 385 units would be completed during 2019/2020 period. However, the actual completions recorded for 2019/20 exceeded this figure with 399 new homes being delivered. 

Along with 2018/19 completions, this demonstrates a sustained market upturn, which was predicted to continue. However, due to the Covid pandemic we expect to see a reduction in completions for 2020/21. Approximately 165 completion certificates had been issued up to 31 December, and this aligns with our predicted programming of 211 new homes for the year.

Before the pandemic we had anticipated approximately 529 new homes would be built during 2020/21. Analysis of the data confirms that approximately 248 new homes have been delayed due to the Covid pandemic. However, these units have not been lost; instead the delivery of these new homes has been pushed back by the developers into years 2021/22 and 2022/23 resulting in an upturn in programming for these years

The Long Term Picture

The graph opposite uses an overview of housing completions in North Ayrshire over the last 13 years, split by private and public (Council and Housing Associations) development. The figures are derived from Building Warrant completions (2007-2016) or the Housing Land Audit (2016-2020). The graph illustrates the scale of social housing development during 2018/19 was higher than any of the previous six years and that private sector housebuilding more than doubled compared to the previous year. Delivery was at a similar but slightly lower level in 2019/2020.
