Improving Critical Connectors
Project Overview
The Fargo-Moorhead Metro Council of Governments, City of Fargo, and NDDOT have partnered to examine University Drive and 10th Street. The study began in May 2022 and will continue through early 2025. It includes University Drive and 10th Street between 19th Avenue North and 13th Avenue South.
Fargo U10 2024 Engagement Series Preview
Through the public input process, we have been working together to understand the issues and opportunities that exist today and envision a new future for University and 10th. The project is exploring elements including new street design and safety improvements for each corridor that will make them better places to live, work, conduct business and commute. Through downtown, a variety of more transformative solutions were evaluated due to the extra corridor width and demand.

Potential Corridor-Wide Solutions
After technical analysis and initial public feedback analysis, four potential solutions emerged as top priority improvements: pedestrian crossings, bicycle connectivity, traffic calming, and crash reduction.
The study area includes University Drive and 10th Street between 19th Avenue North and 13th Avenue South.
Pedestrian Crossing Improvements
Key Findings:
- University & 10th are busy and difficult to cross.
- 3,600 kids are enrolled at nine schools within one-half mile of the corridor.
- There are more than 1,800 bikes are on the NDSU campus.
- University Drive sees more buses per hour than any other corridor in the metro, and people need safe routes to and from bus stops.
Potential Solutions
- Improve crosswalks using the below tools at existing stoplights based on the amount of pedestrians, crash history, and daily traffic levels.

Bicycle Connectivity
Key Findings:
- Railroad underpasses create major barriers where the street narrows and bikes are forced into vehicle traffic.
- Bike facilities Downtown will depend on the alternative selected and should connect to 11th Street.
Potential Solutions
- Biking in the North and South project areas should be designated along 11th Street as a bike boulevard with designs for slower car traffic and expectation of sharing the road.
- Bike facilities Downtown should connect to 11th Street and other bike lanes and paths.
Traffic Calming
Key Findings:
- Most common public complaint is fast, unpredictable driving and night-time drag racing.
- Majority of traffic is within 5 MPH of the speed limit.
Potential Solutions
- Time stoplights for 30 MPH speeds; faster traffic will not be able to travel continuously.
- Time stoplights to turn green when traffic is slower than the limit and remain red if above the limit.
- Narrow extra space on 10th Street north of 17th Avenue N by installing curb extensions.
Crash Reduction
Key Findings:
- Seven of the top ten intersections with the most crashes in Fargo are in the Study Area.
- Corridor has 23% more "angled crashes" than the City average; these crashes tend to be more severe.
- 45% of the corridor is above "Critical Crash Rate".
Potential Solutions
- Target intersections with the highest number of crashes to receive safety improvements.
- Work with property owners to streamline driveways into one property entrance/exit.
- Trim trees to improve driver sightlines while preserving as many trees as possible, Any trees removed will be replaced.
- Look for opportunities to relocate utility poles obstructing sight lines.
