MfSMA

The  Missouri Floodplain and Stormwater Managers Association, Inc. (MfSMA)  is a non-profit organization of professionals involved in floodplain and stormwater management within the State of Missouri. Membership in the association is comprised of local and state government officials, engineers, land surveyors, insurance agents, mortgage lenders, and other private industries or individuals engaged in the management of floodplains or stormwater. Each year this association sponsors an annual conference and various traveling seminars.  Click here  to view upcoming meeting and event information.

ASFPM

The  Association of State Floodplain Managers (ASFPM)  is a non-profit scientific and educational organization that's dedicated to reducing flood loss across the nation. With more than 120 speakers and 1,200 participants, ASFPM is recognized for organizing the largest and most comprehensive national floodplain management conference that community, state, and federal floodplain managers attend year after year. For this reason, you will also find that many consulting firms and product vendors associated with floodplain management take part in this conference as well. The 2024 ASFPM 48th Annual Conference took place June 23-27, 2024 in Salt Lake City, Utah. Next year's conference, the 2025 ASFPM 49th Annual Conference, will occur May 18-22, 2025 in New Orleans, Louisiana.

2025 Tools of Floodplain Management

The 2024 Tools of Floodplain Management workshop is a 2-day course designed for local floodplain administrators. This course will cover a variety of issues as well as day-to-day activities by incorporating the latest information and forms from the National Flood Insurance Program (NFIP). We strongly recommend that those who wish to take the Certified Floodplain Managers (CFM) exam to first complete the Tools of Floodplain Management workshop. This course has been approved for 9 Continuing Education Credits (CECs) for Certified Floodplain Managers (CFMs). Upcoming Date(s):

  • March 20-21, 2025
  • May 15-16, 2025
  • July 17-18, 2025
  • Sept. 29-30, 2025

SDE 3.0

When structures located within the Special Flood Hazard Area (SFHA) are improved or damaged, an inspection by the Floodplain Administrator (FPA) must be made. When a structure meets the definition of substantial improvement or is substantially damaged, specific flood hazard reduction regulations will become effective. To assist local officials with making these determinations, FEMA developed an excellent software tool: the Substantial Damage Estimator (SDE) 3.0. This tool creates a more formalized and organized approach to assess flood, wind, wildfire, seismic, and other forms of damage, as well as property improvement. With an SDE process in place, communities can complete their NFIP requirements more quickly, allowing for citizens to start reconstruction sooner. The SEMA Floodplain team developed this workshop to cover all aspects of FEMA's SDE 3.0 program and will provide attendees with the tools to set up the SDE process. This workshop is approved for 6.5 hours of Certified Floodplain Manager (CFM) Continuing Education Credits (CECs). Upcoming Date(s):

Lunch & Learn Series

When COVID travel restrictions began in March 2020, the SEMA Floodplain Management team had to find other means to engage with local floodplain administrators. In response to these restrictions, we developed a 1 hour webinar to carry on our efforts to provide local FPAs with continuing education opportunities. During these webinars, you can simply tune in and listen to a variety of floodplain management topics ranging from NFIP basics to permit writing from the comfort of your own desk. Elevation Certificate

This Course will:

• Provide detailed training on completing a FEMA EC accurately and in its entirety, allowing full compliance with any program that requires submission of an EC.

• Review the EC and provide guidance on implementation and use.

• Cover EC requirements for surveying, foundation flood openings, and certification.

• Review how the EC should be completed by the EC certifier and how it should be reviewed by the local community.

• Review Community Rating System (CRS) requirements for an EC and those portions that can differ from other programs.

• Identify portions of the EC instructions that should not be used, in order to achieve full compliance with all programs.

• Include common errors and omissions, review of the various EC building diagrams, and real world examples.

• Review major changes compared to the prior version of the EC, including how Risk Rating 2.0 (RR2.0) insurance requirements affect the EC.

This workshop is approved for 6 hours of Certified Floodplain Manager (CFM) Continuing Education Credits (CECs). Upcoming Date(s):

HEC-RAS/ PC-SWMM/ Risk MAP

Both the HEC-RAS and PC-SWMM programs were designed with water management in mind. By utilizing these programs, the accuracy of risk identification is greatly enhanced, but it needs to be integrated locally to maximize the potential for effective floodplain management. To address this need, the SEMA Floodplain Management team has developed these free workshops that will provide technical training to state and local officials as well as the local technical community. During these workshops attendees can expect to broaden their knowledge of flood risk 2-D modeling, get hands on experience extracting information from 2-D models, develop an understanding of the NFIP floodplain versus the results of the modeling, and more.

The HEC-RAS and PC-SWMM workshops have been approved for 8 hours of Certified Floodplain Manager (CFM) Continuing Education Credits (CECs). 4 CECs have been approved for the Risk MAP workshop.

Draft Maps

Working alongside our communities to develop tomorrow's maps.

The MOSEMA Outreach Website allows you to view your county's current project status and draft maps. After each flood study review meeting, we strongly encourage you, as local community officials, stakeholders, engineers, etc., to view these maps and leave a comment anywhere that you believe we should revise. Keep in mind that all comments are public and can be viewed by anyone. A link to the technical guidance and general overview of the web map content is available on the splash screen. Project Data Submissions

Got Data?

Collecting pre-existing data early on in the floodplain mapping project will not only help us utilize our resources more effectively, but it will also provide our communities with the most accurate floodplain maps. This data can include anything from local aerial photography to detention/retention basin designs. Submissions with files larger than 10MB will need to upload the data to either a CD or USB-compatible drive and mail it to Sydney Roberts at P.O. Box 116, 2302 Militia Drive, Jefferson City, MO 65102. All other submissions may fill out the form below.

HEC-RAS Model Requests

A time and expense solution for local stakeholders.

Floodplain models that are developed as part of your community's mapping project are the foundational building blocks for many other uses including, but not limited to, regulating building permits, land development plans, transportation projects, channel improvements, detention/retention projects, mitigation projects, comprehensive planning projects, and stormwater improvement projects. Using these models as base models for other projects will save both time and money for our local stakeholders. Fill out the form below to submit a request. Keeping you informed on the latest changes.

SEMA’s goal is to communicate often with local communities on the status of their floodplain mapping projects. Projects will typically have lifecycles spanning 2-5 years and keeping track of where each county is along its lifecycle is key to communication. Communications are sent out to local communities and stakeholders on a quarterly basis via email. It is important that we are notified when contact information changes at any time throughout your county's remapping process to ensure that all local communities and stakeholders receive an update. If you have not received or would like a copy of your county's project outreach communications, please contact  Sydney Roberts .
