Add the Recent Earthquakes service to Pro, then run the Copy Features geoprocessing tool on the points to create a local feature class. (Use the 200 x 200 km AOI polygon as the Processing Extent in the Environments tab.)

Create a new field: Elevation (either float or double, it's a small dataset). This will be used to set the shape.Z value, by converting the positive depth values in kilometers to negative elevation values in meters.

Run Calculate Field on the new Elevation attribute, with the python expression: !depth!*(-1000)

Run the Feature to 3D by Attribute geoprocessing tool, using the Elevation attribute, to convert the 2D earthquakes to a new 3D point feature class. (When adding the output points to a scene, be sure that the points are set to draw At an absolute height using Geometry z-values in the Layer Properties' Elevation tab.)

Update the layer symbology. I adapted the point symbols used in the Global Earthquake Archive service on Living Atlas (all USGS events ≥4.0 Magnitude since 1900, updated daily) to work with the smaller magnitude events under Hawai'i. I kept the 5 class breaks, but moved them down 3 Magnitudes:
