Water Boundaries
Nearly three-quarters (74%) of participants in the engagement process indicated that hydrology-based boundaries resonated the most. This option was the top choice across regions. For reference, other western states (e.g., California, Colorado, Utah) use hydrologic basins as planning boundaries.
