Stormwater inventory and flood study

Background

The Town of Topsail Beach is partnering with WK Dickson to generate a town-wide inventory of stormwater drainage structures and perform a comprehensive analysis of the existing flooding conditions within the Town limits. Recommended improvements will then be selected at key locations to mitigate the flood risk and improve water quality. Some locations in town have historically been known to hold standing water for long periods of time and are areas of concern: 

  • Intersection of South Anderson Blvd at Florida Ave 
  • 1300 block of Carolina Blvd
  • Rocky Mount Ave

The goal of the study will be to determine the cause(s), potential improvement options, and associated costs to address flooding that occurs within the project area.

The Problem

Flooding

The Town is currently facing flooding during frequent storm events, with some low-lying areas taking long periods of time for the flood waters to recede. 

General Street Flooding

Challenges

Very flat terrain with an average elevation of less than 10 feet Mean Sea Level, which makes draining stormwater runoff difficult.

As a barrier island, there is only so much room to implement stormwater mitigation solutions.

High sea levels at the outfall locations in the sound reduce the hydraulic efficiency of the stormwater drainage system.

The Solution

LASII Grant 

The Town of Topsail Beach applied for and was awarded a Local Assistance for Stormwater Infrastructure Investments (LASII) Grant. This grant enables the Town to identify recommended stormwater improvements for flood mitigation. 

Flood Study

The Town is working with WK Dickson to produce a stormwater management model that will determine the limits of flooding during frequent storm events.

This model will be further used to analyze potential flooding improvements within the project area and evaluate them for flood reduction benefits.
