What is this project about?

Ramsey County in partnership with the Minnesota Department of Transportation, Anoka County, White Bear Township, North Oaks and Lino Lakes is leading a process to identify and analyze options for improving the roadway system in and around the County Road J/I-35E Interchange area.

The existing roadway system is characterized by frequent traffic congestion, only partial access to and from I-35E, and limited pedestrian and bicyclist accommodations.

The county and its partners are committed to engaging with the public through the duration of the study process to gather ideas, better understand key issues and priorities, and communicate developments as the study progresses.

Project Timeline

Purpose & Need and Evaluation Criteria

  • A key part of the study process involves defining the purpose and need for improvements. Options are then developed that respond to the identified needs. In June 2022, the public was invited to review the draft Purpose and Need Statement as well as a memorandum defining the evaluation criteria that will be used to analyze each improvement option. These documents can be found on the  project website  or by clicking on the links below.
  • In summary, needs for the project include traffic congestion, a lack of connectivity to and from I-35E, and application of  Ramsey County’s All Abilities Transportation Network Policy 
  • The project needs were used to develop eight (8) initial improvement concepts that are shown in the next section.

Next steps

The project team will use comments received on the Purpose & Need Memo and Alternatives Evaluation Memo along with feedback on the initial eight concept alternatives to choose the most appropriate concepts to move forward for further study and refinement.
