Project Overview & Funding

Constructing sidewalks and buffered bike lanes on SE Webster Road between SE Bixel Way and SE Roots Road is needed to provide a safe route for bicyclists and pedestrians along Webster Road and a safe connection to Bilquist Elementary School. This project will improve Webster Road by:

  • Adding 6-foot bike lanes with 2-foot striped buffers on both sides of the road,
  • Constructing 6-foot sidewalks on both sides of the road,
  • Adding a median for pedestrian safety and improving lighting at SE Bixel Way,
  • Adding curb ramps that meet Americans with Disabilities Act (ADA) requirements,
  • Constructing infrastructure to manage and treat stormwater, and
  • Paving SE Webster Road to preserve and prolong the life of the road.

The cost of the project is estimated at $2.6 million. Funding is provided from a Safe Routes to School grant, county road funds, and transportation system development charges (fees paid by developers to improve infrastructure and to offset new impacts from development and traffic in the area).

Proposed Design

The project team assessed multiple options within the corridor to determine the best approach for improving pedestrian and bicycle access with limited right of way. The proposed designs use the following elements to accomplish these goals by:

  • Reducing travel lane widths from 12 feet to 11 feet and the center turn lane width from 14 feet to 12 feet, and
  • Omitting the county’s standard to require a landscape strip between the road and sidewalk to minimize impacts to property owners.

The two roadway cross-sections used in the design are shown below.

Three Lanes Between SE Bixel Way and SE Webster Lane

A three-lane cross-section with a center two-way left turn lane will be constructed at the northern half of the project on SE Webster Road between SE Bixel Way and SE Webster Lane. The center turn lane through this section helps to serve traffic entering and exiting the elementary school. See the cross-section view below.

Two Lanes Between SE Webster Lane and SE Roots Road

A two-lane cross-section will be constructed at the southern half of the project on SE Webster Road between SE Webster Lane and SE Roots Road. See the cross-section view below.

Property Acquisition Process

There are times when improving our road network requires additional right of way to construct the community improvements. A right of way is an easement granting the county access to a portion of private property for public use. Clackamas County intends to minimize impacts for right of way acquisitions in all projects. When obtaining additional right of way is necessary, the county is obligated to protect the rights of individual property owners and pay fair market value for any section of property.
